Job Description:

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point equivalent to the GS-13, Step-10 level.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 to GS-11 or NT-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing pre-award functions and administering long-term contracts for procurements involving complex contracts of highly specialized, extensive, or new or innovative techniques for facilities construction, design, and services; 2) Evaluating various contract related reports, regulations, and other relevant material as a basis for formulating guidelines, implementing new developments, and providing policy interpretation; 3) Providing guidance to subordinate employees and throughout the activity on unique and controversial problems. You will evaluate contract programs using established standards and criteria to measure program effectiveness.
You will conduct initial post-award conferences with contractors to provide information and clarify standards and special provisions of contracts.
You will determine pre-negotiation position and preparing for negotiations or discussion by reviewing audits and technical reports.
You will administer contracts by monitoring contract performance, preparing modifications, or developing the necessary course of action to resolve issues impacting contract performance.
