The employee will serve as a Supervisory HR Specialist (Performance Management & Total Rewards Branch Chief) with the Office of Human Resources Management (OHRM), leading the Branch staff in using a client-centric, data-driven, and solutions-focused approach to managing the agency's compensation, benefits, performance management and total rewards programs, .
MINIMUM QUALIFICATIONS: Minimum Qualification EL-15: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I have at least 52 weeks of specialized experience at the EL/GS-14 level or equivalent supervising teams for an agency-wide, agency major subcomponent, or large private sector organization in at least two of the following human resources program areas: reasonable accommodation, work life, performance management, benefits/retirement and/or compensation. This experience must include the following examples of specialized experience within the supervised program areas: Examples of specialized experience within the supervised HR program areas include: Directing and administering at least two of the identified human resources programs at the agency or agency major subcomponent level Managing the review, evaluation, and/or audits of at least two of an agency's human resources programs identified above, including development of policy and administrative procedures Identifying trends and advising senior agency or organization officials on potential changes or enhancements to the identified agency human resources program Reviewing and revising policies and procedures in the identified human resources program areas to align with new program regulations, respond to audit findings, support a collective bargaining agreement, or incorporate new best practices in the relevant field. Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the EL-15 position, applicants must have served 52 weeks as an EL/GS-14 or higher in the Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is located in the Performance Management & Total Rewards Branch of OHRM. This branch has responsibility for employee benefits, compensation policy, performance management, reasonable accommodations, leave, and telework. The primary purpose of this position is to serve as Branch Chief and expert on the agency's performance management and total rewards programs (including reasonable accommodation, performance management, benefits, compensation, telework, and related programs), and be responsible for planning, directing, and supervising all activities of the branch and advising and assisting all levels of management within the Agency on the performance management and total rewards portfolio, analysis, support and oversight. Major Duties & Responsibilities Exercises full personnel authority to supervise the HR staff who are subject matter experts in servicing a highly technical workforce that contains a large portion of complex professional, administrative, and technical positions Ensures clients are kept aware of and up-to-date in assigned program areas Provides advisory and consultative services to managers and employees concerning HR management, interprets and applies a wide range of laws and regulations, reviews new legislation and guidance, and may represent the Chief People Officer or Deputy Chief People Officer at meetings and conferences concerning human resource operational matters Participates in the review, revision and adaptation of agency HR policy and procedures Implements established HR policy by tailoring it to office needs and circumstances Serves as principal advisor to senior HR management on major issues, HR problems and concerns related to the agency's reasonable accommodations, performance management and related areas of responsibility. Functions as a senior HR expert in responding to management's requests for information, analyses, recommendations, projections and evaluations regarding human resources Makes decisions on high-profile cases and resolves controversial issues that require superior experience, analytical skills, and a high degree of judgment and discretion in all matters related to human resources management Develops strategic long- and short-term program plans and presents these to the HR leadership team Assesses HR organizational and employee effectiveness and identifies modifications necessary to adjust operational realities to bring them in line with mission needs and program goals Coordinates procedural questions or recommended changes with HR staff to ensure uniform services to clients Oversees work products completed and performed by contract personnel and/or Shared Services Providers; this can include performing quarterly audits on selected cases and establishing and attending meetings with the serviced Offices and Providers. Exercises supervisory responsibility over operation activities that encompasses a staff of Human Resources professionals focused on compensation, performance management, reasonable accommodations, benefits, and related programs Performs other duties as assigned.
