Job Description:

This position is in the Construction Branch Engineering Field Pool of the Central Federal Lands Highway Division (CFLHD) in Lakewood, Colorado; Carson City, Nevada; Clovis, California; Albuquerque, New Mexico or Grand Junction, Colorado. The Construction Control Inspector is responsible for the physical construction of federal projects under the jurisdiction of Central Federal Lands.
To determine which grade(s) you are eligible for, review the following grade specific details. If qualifying on education, it must have been gained in a curriculum that is qualifying for this position. For the GS-07: On Experience, you must have at least one year of experience, equal or equivalent to the GS-06 grade level, which included: Experience assisting senior inspectors and technicians on construction site work. Or on Education, at least one year of graduate level education (above a Bachelor's) leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology. You can also have a combination of some graduate level classes leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology and have some specialized experience as described in the vacancy announcement that combined qualify you for this position. This must be fully supported by your resume and transcripts, provided with your application. For the GS-09: On Experience, you must have at least one year of experience, equal or equivalent to the GS-07 grade level, which included: Experience observing construction work site activity to ensure that work standards are maintained; Experience determining support tasks for field inspections and investigations in order to obtain information for future construction projects. Please note that this specialized experience requirement can be met by qualifying experience at the second lower grade level (GS-7), since no intervening GS-8 level positions exist in the normal line of progression for this occupation in this organization/location. Or on Education, you must have at least two full years of graduate education (above a Bachelor's), or a master's degree or equivalent, with major study in an appropriate field of engineering, construction, or industrial technology. You can also have a combination of some graduate level classes leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology and have some specialized experience as described above that combined qualify you for this position. This must be fully supported by your resume and transcripts, provided with your application. For the GS-11: On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included: Experience in the administration of highway construction projects that include major operations such as grading, drainage, bridge construction, retaining wall construction, traffic flow maintenance, and recycled or conventional paving. Please note that this specialized experience requirement can be met by qualifying experience at the second lower grade level (GS-9), since no intervening GS-10 level positions exist in the normal line of progression for this occupation in this organization/location. You cannot qualify based on education at the GS-11 grade level, you must have experience. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Civil Engineering -Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems. Technical Competence -Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. As a Construction Control Inspector, you will: Be responsible for day-to-day project activity coordination with the client or cooperating agency representatives, state and county units, local municipalities, and other interested groups. Administer the construction contract by providing staff and contractor direction and control to ensure that CFLHD projects are constructed according to plans and specifications, reflect the intent of the design, and serve the needs of the client/public. Be responsible for the attainment of established construction specification requirements. Determines the necessity for issuance of directives and contract modifications to the contractor. Maintain/monitor fiscal control relative to the execution of the construction contract. Be responsible for the measurement/documentation of work completed on a daily basis as well as the preparation of monthly progress estimates, final estimates, and the engineering, administrative, and technical reports required by contract provisions and agency policy. The ideal candidate for this position is a construction manager or inspector with experience independently and effectively serving as a contracting officer’s representative on a variety of construction projects. Primary duties include ensuring compliance with contract specifications, technical direction and guidance, and contract administration services and support.
