THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (MILITARY), Position Description Number PDD2009000 and is part of the WY Deputy Chief of Staff Personnel, Wyoming Army National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
TECHNICIAN INFO Type of Appointment: Indefinite, Temporary Tenure: Group 3 Work Schedule: Monday - Friday, 7:00 am - 4:30 pm FLSA: Exempt Telework: The duties of this position require primary physical presence. Situational telework may be considered on a case-by-case basis. Para/Line: 1320/765 Selecting Official: LTC Daniel Johnson AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued in the following order: Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the G1/DCSPER. Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard. Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard. Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. MILITARY GRADE Min: E3/PFC Max: E5/SGT Out-of-State enlisted applicant's military grade cannot exceed the maximum military grade authorized. Over-grade applicants must provide a written demotion statement of understanding with application, willingness to be administratively reduced in grade (state specific grade - E5/SGT) if selected for this position. DESCRIPTION OF WORK: Work performed is in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services. SPECIALIZED EXPERIENCE: Must possess at least 12 months experience equivalent to the GS-7 level which provided a basic knowledge of National Guard missions, organizations, and personnel programs; basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee; have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced operating a computer and using varied computer programs. NOTE: Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. Must possess or be able to obtain Retirement Services Officer Certification within 6 months of appointment. DRIVER'S LICENSE: Must possess a valid driver's license.
The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in Wyoming Army National Guard and oversees the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, SIDPERS Interface Branch (SIB), or the Personnel Services Section. (1) Serves as an advisor to commanders on assigned unit human resources (HR) program. (2) Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert. (3) Responsible for and oversees the direction of SIDPERS and internal/external interfaces, and functions as the technical expert. (4) Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert. (5) Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian. ** This is NOT an all-inclusive list of duties. **
