Job Description:

This position is located within the Indian Affairs (IA), Office of Facilities, Property and Safety Management (OFPSM), Branch of Business Operations (BOBO), located in Albuquerque, New Mexico. The incumbent serves as the Business Operations Advisor within the Branch of Business Operations.
GS-14: To qualify for this position at the GS-14 grade level you must have one-year experience at the GS-13 grade level or equivalent in ALL of the following areas: 1) providing guidance in budget planning and formulation; 2) collecting data from information systems and preparing budget and finance reports; 3) analyzing appropriations acts and continuing resolutions to determine impacts on programs; and 4) experience in budget execution functions to assure that funds are properly allocated and obligated. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
Serves as the formulation lead for OFPSM. Guides the development of strategic planning and operational planning for OFPSM budgets.
Provides budget planning, formulation, coordination, and integration for the OFPSM organization.
Analyzes results of preliminary and final Secretarial budget decisions and advises the Branch Chief - BOBO and appropriate program staff of such decisions.
Ensures that the preparation of budget justifications to Congress follow instructions provided by the Department.
Coordinates the preparation of supporting documentation for use in budget hearings before Congressional Appropriations and Authorizing Committees
Provides guidance in budget execution functions (i.e., the distribution, obligation, expenditures, and reallocation of funds) of OFPSM's approved and enacted annual budgets to assure that funds are properly allocated.
Recommends adjustments, including the reprogramming or redistribution of funds within OFPSM budget accounts, in response to changes in programs, staffing levels, and/or funds available.
