This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), a Naval Architect (0871-series), or a Physicist (1310-series), depending upon the qualifications of the candidate. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-03 (GS-09/11 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist analyzing systems and optimizing performance to conduct technical evaluations (e.g. electromagnetic compatibility, safety, and survivability) and manage technical risks for the improvement or optimization of a ship system. You will serve as the Engineering Agent for the NAVSEA Integrated Topside Design (ITD) Technical Warrant Holder (TWH) and is responsible for executing the Navy's ITD process.
You will perform a comprehensive ITD analysis which includes the assessment of electromagnetic compatibility, system safety, system location and physical or optical blockage, and structural integrity.
You will perform a comprehensive ITD analysis which includes the assessment of system maintainability, system survivability, operational impacts to other systems, and impacts to the ship's Concept of Operations.
You will communicate frequently with internal and external stakeholders and collaborators.
You will optimize the operational performance of ship topside systems through the technical analysis of system parameters, operational requirements, and existing architectures.
You will apply risk management concepts and best practices to identify technical risks, assess, monitor, mitigate, and manage to maintain program cost, schedule and performance objectives.
You will develop plans and procedures to extend existing knowledge for newly emerging ideas and concepts as it relates to ITD.
You will provide well thought out advice and guidance to managers, supervisors, peers, and sponsors on technical aspects of systems or concept development.
You will lead groups and tasking assignments for ITD efforts, as required.
You will work proactively both independently and as a team member with a diverse group of scientists, engineers, technicians, and support personnel, to include military, civilian, and contractor representatives.
