1-year non-reimbursable assignment OFFICE OF LEGISLATIVE AFFAIRS EXECUTIVE ASSISTANT Series Requested: 0301 Security Clearance: Secret Virtual/Remote: No 1 vacancy - Washington, District of Columbia Only current, full-time federal employees are eligible. Qualifications required: The incumbent requires a mastery of research, analysis, synopsis, and evaluation of information pertaining to a wide variety Departmental strategic planning topics and issues of special interest to OLA's senior leaders. This knowledge is applied in reviewing proposed legislative changes that impact the strategic initiatives of the office; the way programs are carried out; or in evaluating the content of new or modified legislation for projected impact upon OLA initiatives, programs and resources of the office. Possesses a comprehensive knowledge of the administrative laws, policies, regulations, and precedents applicable to OLA programs and the OLA component program areas. This includes in-depth knowledge of headquarters and component agency strategic program events and milestones, and methods of evaluating the worth of strategic initiatives accomplishments. Knowledge is required of relationships with other program offices within the employing agency or in other agencies. Expert knowledge of agency structure, mission, goals and objectives, as well as organizational relationships. Knowledge of management processes to prepare long-range and short-range planning guidance in accordance with broad agency strategic planning policies and objectives. Comprehensive knowledge of broad administrative procedures, practices, policies and methodology in order to effectively direct, control, cultivate, moderate and fulfill the administrative operations of the office. Highly developed interpersonal skills necessary for executive-level interactions and leadership at upper-managerial levels, with the ability to quickly establish rapport and confidence with individuals ranging from executives to technicians. Strong liaison skills to effectively interact with senior officials with OLA and in other executive agencies, the Congress, the White House and the public. Ability to communicate orally and in writing. This position is located in the Department of Homeland Security (OHS); Office of Legislative Affairs (OLA). The Office of Legislative Affairs serves as primary liaison to Members of Congress and their congressional staff. The office responds to inquiries from Congress; notifies Congress about Department initiatives, policies, and programs; and keeps the Department's senior leaders informed about the activities of Congress. The mission of OLA is to enhance the ability of the Department to prevent, protect against and respond to threats and hazards to the nation, as well as to ensure safe and secure borders, by providing timely information about the Department of Homeland Security to Members of Congress, working with the White House and within the Executive Branch. The primary purpose of this position is to (l) serve as an Executive Assistant performing a variety of assignments for the Assistant Secretary, Deputy Assistant Secretary to the House, Deputy Assistant Secretary to the Senate, and other senior leaders; and (2) to provide a wide variety of support duties throughout OLA in all matters pertaining to managerial, administrative, and technical concerns.
