THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PRINCIPAL SARC, Position Description Number T5898000 and is part of the HI JOINT STAFF, National Guard. LOCATION: Joint Staff, Hawaii Army National Guard, Honolulu, Hawaii
SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. OTHER Requirements For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For all other positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. NOTES TO CANDIDATES: a. Current T5 employees who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be affected at any time without adverse action procedures. b. T32 technicians with permanent tenure will lose their permanent status if selected and will be converted to T5 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system. c. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system. d. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. e. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: - Dismissal from employment for delinquency or misconduct; - Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; - Intentional false statement or deception or fraud in examination or appointment; - Habitual use of intoxicating beverages to excess; - Reasonable doubt as to the loyalty of the person involved to the Government of the United States; - Any legal or other disqualification which makes the individual unfit for service; - Lack of United States Citizenship. m. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. n. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position. o. SUMMARY OF DUTIES: This position is located at the Joint Force Headquarters-State (JFHQ-ST), Office of The Adjutant General (TAG) in a Non-IRC Funded position. The Supervisory Principal Sexual Assault Response Coordinator (SARC) serves as the primary advisor for directing and coordinating Sexual Assault Prevention and Response (SAPR) activities at the state level. The Supervisory Principal SARC is supervised by The Adjutant General (TAG), or 1st GO at JFHQ with the Higher-Level Reviewer being TAG. Program and case management functions are evaluated by the SAPR Program Specialist at National Guard Bureau. This position has direct and unimpeded access to TAG and all other National Guard Commanders in the state, to include the immediate Commander of both the victim and the accused. This position directly supervises and evaluates activities carried out by the SARCs and SAPR Victim Advocates (VAs). No personnel, civilian or military, can perform the function of this role unless delegated. This position may perform case management functions to support a temporary surge or vacancy, in coordination with the SAPR Program Specialist. Execute Department of Defense (DoD) and Service level sexual assault policy at the state level and serve as the principal advisor to state leadership advising on all SAPR-related matters and implementation of SAPR strategy. Manage and oversee planning, implementation, and evaluation of all SAPR activities at the state level; adapt SAPR activities according to state risk and protective factors; and set strategic goals to align to organizational level policy and SAPR mission.?? Formulate state SAPR program objectives and priorities and implement plans consistent with the long-term interest of the state. Provide expert advice on trauma-informed practices; cultural competence; and ethical considerations and guidance to address complex cases, ethical dilemmas, and challenging situations.?? Manage, assign and oversee a 24 hours per day, 7 days per week response capability for victims of sexual assault within their area of responsibility (AOR) in accordance with DoD and Service level policy. Serve as the state co-chair of the monthly sexual assault Case Management Group (CMG) meetings, state quarterly sexual assault CMGs, and oversee the state High-Risk Response Teams to ensure the victim's safety and the safety of retaliation reporters; facilitate sexual assault victim services and retaliation reporters' referrals; and direct effective SAPR system coordination and ensure appropriate accountability.?This responsibility is not delegable. Serve as the single point of contact for state level command notification regarding sexual assault reports within their AOR. Oversee the quality of information in the Defense Sexual Assault Incident Database (DSAID) to ensure sexual assault report data is handled in accordance with established guidelines, standards, and DoD and Service level policy; identify and implement process improvement as needed; and ensure data integrity, validity, and timeliness are met. ?? Supervise all National Guard SARCs and SAPR VAs within the state. This includes making a full range of independent personnel decisions, assigning tasks, setting performance expectations, and evaluating/rating personnel performance.?SARCs serve as team leads for SAPR VA teams.
