Job Description:

The Air Force Civilian Service (AFCS) is currently seeking multiple candidates for Division Chiefs of the Analytic and Data Platforms (DR-0801/1550/2210-03) for the Joint Warfare Analysis Center in Dahlgren, VA.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the DO-II/GS-13 grade level. Examples of specialized experience include leadership experience, experience developing/executing advancement requirements utilizing the DevSecOps Framework, experience with security operations, project management experience, customer service, and technical ability and knowledge across a variety of information technology or analytic capabilities. Ability to formulate objectives and priorities, assess risk, and execute plans is required. Knowledge, Skills, and Abilities This opportunity encompasses one of three divisions: Platform Engineering (JP1): Network and Compute Services, Storage and Virtual Infrastructure Services, Communications, Research Lab Support, and IT Hardware Planning and Acquisition Application Integration and Services (JP7): Production Environment Services, Enterprise and App Services, Server Services, EndPoint & Deployment Services, Deployment of SW and Patches, and Analytical Application Services (System Integration) Mission Services (JP8): Directory and Account Services, Workstations Builds, Service Desk Support, Assets and License Management, GPC AO and Purchasing, Audio Visual Services, and ComSec The knowledge skills and abilities required for these positions are as follows: Knowledge of Information Technology: In-depth understanding of information technology and cybersecurity required. Additional knowledge in operations research and engineering preferred for coordination with analytic disciplines. Skills in Leadership and Motivation: Proven ability to inspire, motivate, and guide team members toward achieving goals. Demonstrated experience in coaching, mentoring, and challenging subordinates while adapting leadership styles to diverse situations. Commitment to modeling high standards of honesty, integrity, trust, openness, and respect in daily interactions. Ability to Implement DevSecOps Framework: Practical experience implementing the DevSecOps framework to enhance information technology systems and promote operational efficiency. Knowledge of Regulatory Requirements: Strong ability to research, evaluate, interpret, and apply rules, regulations, and procedures across various scenarios, providing timely and cost-effective solutions. Sills in Program Management: Expertise in leading and coordinating program management responsibilities. Proficient in workforce planning and resource allocation to optimize the use of constrained resources. Ability to Manage Contracts and Budgets: Familiarity with contract management and collaboration with contractors. Experience in financial planning and budget execution is advantageous but not mandatory. Ability to Provide Customer Service: Desired experience in delivering effective customer service within the realm of information technology services, ensuring client satisfaction and responsiveness. DR-0801/1550/2210-03 First Level Supervisor: Serve as first level supervisor and technical authority, effectively navigating multiple organizational levels to influence strategic direction. Ensure mission success and budget adherence while managing personnel efficiently. Mentor team members on integrating new capabilities into ongoing projects. Development, Security and Operations (DevSecOps): Oversee the implementation of DevSecOps for divisional services and systems. Provide technical leadership to identify, prioritize, and coordinate requirements for developing new methods and tools that enhance scientific and engineering capabilities. Cybersecurity: Serve as an Information System Owner, ensuring the following: (1) Development and maintenance of security artifacts to support Interim Authority to Operate (IATO) and Authority to Operate (ATO); (2) Identification and mitigation of associated risks; (3) Definition and implementation of security controls; (4) Regular review of appropriate security strategies; and (5) Vetting of information security artifacts. Project Management: Lead and guide the technical, management, and administrative aspects of IT initiatives and projects developed by JWAC, other government agencies, and JWAC contractors. Oversee execution of work that starts with the multi-year IT strategic technology roadmap and ends with quarterly operational goals. Ensure project objectives are met, manage risks, resolve technical conflicts, and participate in technical groups or committees. Customer Service: Ensure positive customer experiences for incident requests and analyst driven advancement initiatives you'll be expected to shepherd. Engage with key customers to assess satisfaction, clarify organizational policies and procedures, and resolve issues efficiently. Communication: Represent JWAC by developing and maintaining effective collaborative relationships with higher headquarters and external organizations. Communicate the impact and importance of division initiatives and prepare and present status reports and recommendations to key stakeholders. Attend meetings, conferences, and training sessions to remain informed on organizational issues.
