This position is covered under the Federal Excepted Service under Title 10 United States Code, Section 1746 and Title 5, Code of Federal Regulations Schedule A, Section 213.3106(h).

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements (IORs) for the 1102 Contracting occupational series as listed below: A bachelor's degree from an accredited education institution authorized that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. Course work must have included study in combination: accounting, law, econ, quantitative methods, business, contracts, Ind Mgmt, Org and Mgmt, finance, marketing, purchasing. To qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in: Experience and technical skill in acquisition contracting, gained through assignments in defense acquisition programs. This requires an in-depth knowledge of an executive agency acquisition system, including in-depth knowledge and experience of the interrelationships among its elements. Experience and technical skill in contracting, gained through progressive or broadening assignments that may include, though not limited to, acquisition of major systems, large procurements for services, or other significant acquisitions. This requires an in-depth knowledge of an executive agency acquisition system, including in-depth knowledge and experience of the interrelationships among its elements. If applicable, in addition to the above qualifications, the following as been determined to be a Quality Ranking Factor. Applicants who possess QRFs are considered to be Well-Qualified. Architect-Engineer and Construction contracts - Knowledge of the principles, concepts, and methods for acquiring architects & engineer services to determine design & build requirements for construction projects and executing contracts for construction projects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Extensive Knowledge & Experience in CON Specialty Area(s): Convey extensive contracting knowledge and experience in requirement areas which may include but not limited to: Architect-Engineering Construction Supplies and Services Research and Development Major Systems Acquisition Operational Contracting Logistics and Sustainment Contingency Software Development and Procurement Convey the competencies and skills required for: Soliciting, evaluating, negotiating and awarding contracts Administering contracts by assuring compliance with the terms and conditions including resolution of problems (modifications, options, changes, contractor performance and surveillance, data rights) Terminating contracts by analyzing, negotiating and settling claims and proposals Analyzing and evaluating cost or price proposals and accounting system data Planning, establishing, or reviewing contracts, programs, policies, or procedures Formulating and administering policies and procedures to insure achievement of Federal socioeconomic goal such as those affecting small business, labor surplus areas and disadvantaged business firms Developing acquisition strategies and directing or managing procurements Imparts knowledge of contract methods (formal advertising and negotiation) and types (fixed price, cost reimbursement, special purpose, and agreements), and the understanding and application of the Federal and Defense Acquisition Regulations. Knowledge & Experience in Architect-Engineering and Construction contracting is highly desired, though not required. Performs other duties as assigned. Faculty Duties: Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control DAU processes and tools. Stays abreast of changes and trends in primary functional area, continuously researching, gaining and sharing knowledge in federal communities of practice. Pursues and maintains digital and data analysis fluency that align with DAU and primary functional area best practices in public and private industry. Maintains currency in, and actively uses university technology, digital and social media platforms. Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks and delivery Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods. Builds relationships and collaborates with peers and program management leaders from all organizations within the area of responsibility. Elicits feedback to shape the policies, processes and procedures that produce a frictionless experience for the customers and stakeholders.
