Job Description:
This position is located in the United States Department of Agriculture (USDA), Agricultural Research Unit (ARS), Pacific West Area, Pacific Shellfish Research Unit in Newport, OR. In this position, you will assist management teams in support of research programs and work closely with the management team to carry out administrative operations including advisory services, budget, human resources, purchasing and contracting, safety, and facilities.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-11 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to the GS-09 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience includes: examining, analyzing, or interpreting budget or accounting data; preparing reports, administrative policy statements or procurement cost analysis; and advising and informing employees of human resources rules, policies, regulations or procedures. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Related degrees may include any business administration related degrees. OR A combination of graduate-level education and specialized experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Provide technical guidance and assistance to employees and management on the full range of administrative functions necessary to the efficient and economical operation of the location.
Manage all phases of budget formulation, execution, and administration to include monitoring and reallocating funds.
Advise management officials and staff regarding procurement and contracting regulations, procedures, alternatives, and availability of funds.
Provide support to management officials regarding procedures, laws, regulations, and policies dealing with human resources related activities, such as workforce diversity, recruitment, employee and labor relations, career development and training.
