Bachelor's degree (Master's preferred) in a related field appropriate to the work of the position AND four years of experience in the occupation, OR a related field, OR an appropriate combination of education and experience that demonstrates possession of knowledge, skill and ability equivalent to that gained in the above. Comprehensive knowledge of the administrative laws, policies, regulations, and precedents relevant to supporting a program, including familiarity with Department of Defense (DoD) and Marine Corps program goals, key events, milestones, and methods for assessing program achievements. Proficient in conducting comprehensive research to gather relevant data with expertise in analyzing and interpreting data to inform decision-making and assess program effectiveness. Skilled in synthesizing information to assess program effectiveness identify opportunities for program improvement. Skills in coordinating program activities and initiatives among stakeholders to ensure effective execution and implementation. Skilled in developing and implementing best practices, tools, and strategic goals to optimize program execution and management. Adept at supporting the development of policies and procedures aimed at improving program effectiveness and ensuring compliance. Knowledge of conducting resource allocation reviews, procedural inspections, and site visits to ensure adherence to policies and regulations, while monitoring program activities to assess effectiveness and identify improvement opportunities. Skilled in creating and implementing program surveys, audits, and special projects to enhance compliance with regulatory standards and improve the effectiveness of the program. Proficient in fostering collaborative partnerships with both internal and external stakeholders to optimize program outcomes and effectiveness. Strong verbal and written communication skills to facilitate effective presentations, briefings, and conference calls. Effective written and verbal communication skills to articulate research findings, program recommendations, and collaborate with stakeholders at all levels. Ability to draft thorough and precise documents that effectively convey information, align with the mission and objectives of the Marine Corps, and ensure clarity to meet the needs and expectations of the intended audience. Proficient in developing and reviewing diverse communication materials to effectively convey information with clarity and consistency in messaging. Capable of contributing to the development of methods that ensure standardized and consistent program messaging across the organization by aligning communication strategies with organizational goals and challenges. Knowledge and experience in fiscal operations related to budgeting, resource allocation and Program Objective Memorandum (POM) review. The ability to conduct travel as needed to support program needs is required. Operating knowledge of Microsoft Office software suites. Understanding of Inspector General of the Marine Corps functional area checklist process and execution; Knowledge of Share Point functions and applications, Marine On Line (MOL) and Department of Defense Manpower Data Center ¿ Transition Assistance to Civilian Life systems preferred. This position is considered a Non-Critical Sensitive position and the incumbent must possess or be able to obtain and maintain a SECRET (Tier 3) security clearance to access an IT Level II information system.
Serves as Transition Readiness Program (TRP) Manager, Personal and Professional Readiness (MFR) Branch; Marine and Family Programs Division; Manpower and Reserve Affairs Department; Headquarters Marine Corps (HQMC). Advises the Career Services Section Head by conducting analysis, formulation and execution, planning, development, coordination, and monitoring of the TRP. Management Serves as a subject matter expert providing oversight, development, analysis and administration of the TRP and its mission, goals, and objectives; assists in formulation of effective post-transition entrepreneurship, employment, and educational goals; develops policies and procedures to support the TRP (Marine For Life Cycle Transition Services, Career Services and Advising, Transition Readiness Seminar (TRS)); marketing initiatives, organizational and development initiatives; and liaison between installation and Headquarters personnel on organizational and strategic initiatives. Analysis and Evaluation Develops and analyzes data to be used in preparing analytical and interpretative reports and guides on programming. Selects pertinent data collection techniques to identify aspects of successful and unsuccessful program operations. Utilizes a variety of fact-finding methods, such as interviews, cases analysis, observation, and inspection, to identify problem areas of operation, develop recommendations, and prepare reports findings. Performs and oversees performance of research and fact-gathering assignments to provide background information, exchange ideas and discuss application of new knowledge and procedures. Reviews proposed changes in program plans and agency procedures to determine compliance with federal, state, statutory and regulatory requirements. Budget Prepares reports and budgets for transition and/or career programs. Conducts program assessment to monitor compliance with program standards for operational improvements. Conducts and participates in program and resources allocation reviews, communicates results and resource requirements to various audiences. Develops program surveys, audits, and special projects. This is a white-collar position where occasional lifting up to 20 pounds may be required. Work schedules may fluctuate to complete assignments outside of the typical work week and work hours.
