You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: BASIC REQUIREMENTS All GRADES: A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting, or financial systems, financial management, or finance. OR A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. OR Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year. AND SPECIALIZED EXPERIENCE GS-14: In addition to basic requirements, to be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes: Experience in progressively responsible and diversified professional accounting or auditing work that required applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; Interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships and corporations. In addition, specialized experience includes experience with business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; experience of corporate financial transactions and financial management principles and practices; and, interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business-related professions. Experience analyzing data processing systems, their procedures, and interrelationships with other parts of the accounting systems; experience in determining audit trails and availability of records; and experience with mainframe and network systems such as database and enterprise systems. AND Experience writing programs to analyze accounting data. Experience drafting and executing statistical sampling plans in accordance with IRS guidelines. Experience applying Revenue Procedure 98-25 in cases where a taxpayer's records are maintained within an Automatic Data Processing system (ADP). OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. WHAT IS THE Large Business and International Director Western Compliance DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Large Business and International Director Western Compliance. The following are the duties of this position at the full working level. Serves as a lead for other CAS revenue agents assigned to an examination. Leads the team in conferences with appeals, including issue resolution meetings such as fast track. May be assigned to multiple examinations simultaneously. Serves as an issue and data analysis expert in the examination of LB&I returns. Exercises significant authority and Mastery knowledge of specialized accounting techniques, electronic information systems, and practices in IRS examinations of electronic records and as evidenced by an accounting degree, equivalent class work, or an applicable certificate. Position requires experience enough to provide expert advice and assistance to management officials with the use of complex, specialized and accounting programs. Serves as an expert in automated accounting and other electronic recordkeeping systems. Works with computer systems and applications and serves as Senior Computer Audit Specialist, using various software applications, including but not limited to Excel, Structured Query Language (SQL), and the IRS Statistical Sampling Software. Functions as a resource in certain technical and data analysis areas of expertise. Collaborates and coordinates with other experts, revenue agents, counsel attorneys, appeals officers, and/or specialists throughout IRS to leverage and expand expertise and ensure consistent application and interpretation of tax laws within those areas. Drafts or reviews work projects involving emerging issues and areas of non-compliance.
