The Policy Analyst position is in the Judicial Conference Secretariat (JCS) Office. JCS supports the Judicial Conference, its committees, and the AO advisory group process.
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. NOTE: THIS ANNOUNCEMENT ALLOWS APPLICANTS TO QUALIFY USING EITHER THE SPECIALIZED EXPERIENCE OR EDUCATION. DETAILS ARE LISTED BELOW. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing a broad range of administrative support, including planning committee meetings, preparing agenda items and reports, and composing and reviewing memos, letters, emails, and other correspondence. OR Education: If you are using your education to qualify for the specialized experience requirement, you must submit a copy of your transcripts or an itemized list of courses (which includes equivalent information from the transcript e.g., course title, semester/quarter hours, and grade), from an accredited college or university, with a major in a field that provided you with the knowledge, skills, and abilities necessary to do the work of this position. This information must show superior academic achievement. Superior academic achievement is defined as a 3.5 GPA in your major or an overall GPA of 2.9. (TRANSCRIPT REQUIRED) Evaluation of Foreign Education: Evaluation of Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants must provide the following in order for foreign education to be acceptable: A copy of the letter containing the results of the equivalency evaluation; the type of education received; the level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the U.S. National Council for the Evaluation of Foreign Educational Credentials; the content of the education program earned abroad and the standard obtained; the status of the awarding foreign school's recognition and legitimacy in its home country's education system; information on what the evaluation service did to obtain this information; and any other information of interest pertaining to the assessment/evaluation of the foreign education. Failure to provide required/sufficient documentation will result in lost consideration.
The Judicial Conference Secretariat (JCS) is seeking a self-motivated, professional Policy Analyst to join its dedicated team that supports the constitutional and statutory mission of the judicial branch to provide equal justice under law. This position reports to the Judicial Conference Secretariat (JCS) Officer. Upon selection, the incumbent may be placed at the full performance level if they meet the education and experience requirements. The entry level salary range is $63,308 to $112,668 and the full performance salary range is $101,402 to $190,061. At the entry level, this opportunity offers tailored learning and development, including formal and informal instruction, guidance, and mentoring; enabling the selected individual to meet the position full performance requirements. The incumbent performs assignments specifically designed to prepare them for higher-level responsibilities. The incumbent will work as a team member under the direction of the JCS Officer. As competencies in assignments increase, the incumbent will be assigned progressively more complex work with an appropriate level of supervision. At the full-performance level, the duties of the position include, but are not limited to: Managing the administrative process the Chief Justice uses to make appointments to Judicial Conference committees, special courts, panels, and boards. Managing the appointment system database containing appointment records. Conducting the biennial solicitation of judges' interest in serving on Judicial Conference committees, special courts and panels, and the U.S. Sentencing Commission. Preparing detailed materials for the Chief Justice, AO Director, and JCS Officer. Managing, coordinating, and serving as the subject matter expert on the AO's advisory process. Coordinating the meetings of the AO's advisory councils and groups. Chairing the planning meetings and coordinating the work of the AO's advisory process, including coordinating, reviewing, and approving agendas and reports for biannual meetings of advisory councils and groups. Managing the database of current and historic appointments to advisory councils, peer advisory groups, and working groups. Reviewing, providing input, and preparing Judicial Conference committee agenda items and reports. Providing support for Judicial Conference events and the Executive Committee of the Judicial Conference. Preparing and delivering presentations to judges, court unit executives, and other executives concerning the role of the Judicial Conference and its committees and the AO's Advisory Council process and its groups. Communicating Judicial Conference committee and advisory group appointments to judges and unit executives.
