In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serves as the lead construction engineer for projects ranging from simple repairs to unique multimillion dollar state of the art construction; 2) Applies sound engineering principals and judgement throughout the performance of projects including pre award and post award contract meetings and final inspections; 3) Identifies the need for modification to scope, cost or schedule based on collaboration with contractor, designer, or other entities; and 4) Documents contractor's performance and submits quarterly reports for costs, quality, and safety. You will monitor construction activity to ensure compliance with contract plans, specifications, and scheduling.
You will manage the technical submittal process to ensure submittals meet contract requirements.
You will manage the change order process required to address unforeseen conditions, differing site conditions, design deficiencies, etc.
You will review construction project parameters (e.g., integration, scope, time, cost, quality, communication, procurement, risk management) to recommend changes that will improve the overall project results.
You will negotiate design modifications with representatives to verify operational agreements satisfy the interests of facilities programs and projects.
