This role is in the Architect of the Capitol, Office of the Chief Engineer (OCE). This is a standard position description designed for use within OCE to aide in the flexibility of responding to the needs of Congress and the Supreme Court in support of our mission to Serve, Preserve and Inspire

It is available for your review on the OPM web site at OPM qualification standards Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-14) grade level in the Federal service. Specialized experience for this position is defined as having experience that demonstrates all of the following: 1. Knowledge of professional architectural or engineering concepts, principles, and practices. Served as the technical and business manager on designated projects from the preliminary planning stage through the designed and construction phases. 2. Knowledge of current design techniques, construction methods, and project management concepts to ensure the successful completion of assigned projects. 3. Knowledge of design and construction programs and contract administration procedures, regulations, requirements, and coordination procedures. 4. Skill in verbal and written communication in order to communicate efficiently with all interrelated parties.
The individual selected for this position will perform the following: Supervisory Responsibilities Provides professional leadership and administrative direction for a team of program and management analysts and safety and occupational managers and specialists. Establishes guidelines and performance expectations for employees, which are clearly communicated through the formal employee performance management system, establishes performance goals, and develops individual development plans. Provides guidance on performance evaluations, including due dates, adequacy of the plans and evaluations. Promptly addresses performance issues within the team and develops performance improvement plans (PIPs), recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Appropriately initiates disciplinary measures to the authority delegated in this area. Reviews and approves or disapproves leave requests. Provides for employee skills enrichment and development through identification of opportunities for coaching, mentoring, and training and strives to achieve a standard level of work and collegiality across the team. Specifically, initiates nondiscriminatory practices in the following: (1) merit promotion of employees and recruitment and hiring of applicants; (2) fair treatment of all employees; (3) encouragement and recognition of employee achievements; (4) career development of employees; and (5) full utilization of employee skills and abilities Construction Management Support The incumbent facilitates effective support to the Construction Management Division by way of Construction Project Management, Construction Control Requirements and Specifications, Construction Project Planning, Technical Construction Advice and Guidance, and Contractor Oversight. Establishes and manages project controls standards and processes for construction projects. Develops best management practices for project controls ensuring AOC construction management teams are aligned with industry best practices and emerging technology. Develops and implements new project controls, tools, and measures to increase efficiencies and maintain or better timely workflow. Serves as interface between AOC Information Technology Department and project controls vendors to ensure project controls are accessible to AOC staff and support contractors. Plans and develops project controls practices and functions for construction contracts. Leads development of project control specifications and execution requirements to enable web-based monitoring, tracking, and oversight of construction contracts performance. Construction Quality Applies principles of general engineering or architecture to resolve novel or obscure problems and develop new approaches that guide other professional staff and construction personnel. Utilizes knowledge of related professional fields, such as mechanical, civil, structural, plumbing, electrical, architectural and landscape architecture, to ensure that areas of overlapping responsibilities among technical disciplines to utilize this broad experience to increase construction quality through the advocacy and adoption of the consistent and equal application of policies, procedures and lessons learned. Applies the concepts, principles, practices, laws, regulations and core competencies of project and program management to capture lessons learned and advance the organization towards the consistent delivery of high-quality projects and programs on time and within budget. Encourages creative innovations, collaboration, and continuous improvement across the enterprise. Safety, Occupational Health and Safety Program Management The incumbent manages a team that is dedicated to administering the safety and occupational health program for construction projects and occupied facilities for internal operations. This includes formulating policies and providing program direction by issuing technical guidance and advising management on safety and occupational health matters. Manages surveys, evaluations, studies, audits, and accident investigation reporting; develops and justifies resource requirements through evaluations of progress toward meeting safety and occupational health program objectives including initiating appropriate actions. Integrates safety and occupational health program with local management systems, mission, and applied programs and participates in the collection and preparation of data and quality assurance of reports of workers compensation occupational accident/illness cases.
