Ability to conduct job analysis, collect information and data, perform analysis, evaluate findings, and develop recommendations and alternatives. Ability to communicate orally and in writing to solicit and exchange information, prepare recommendations, and to provide technical guidance and support to customers in defining and responding to job classification and evaluation requirements and issues. Ability to establish and maintain effective work relationships with employees and internal customers at all levels of the organization. Ability to write job descriptions, incorporating job analysis information to describe job functions, duties, responsibilities, and requirements/qualifications. Skill using word-processing and spreadsheet software to compile and analyze data and document and summarize analysis. Knowledge of the principles, practices and techniques of job analysis, job classification and evaluation at a level sufficient to determine appropriate classification attributes, including FLSA, job families/ series and pay levels. SPECIAL CONDITIONS: Applicant must submit to a Moderate Background Investigation (MBI) or Tier 2 investigation. This investigation requires, among other things, completion of a questionnaire and fingerprinting for a criminal records check. The investigation may require a drug test. The successful applicant will be required to meet and maintain the requirements of this level of background investigation while holding this position. Qualified applicant must successfully pass a drug screening.
The successful candidate performs analytical work to determine the job classification and grade level of work; develops, reviews, and evaluates job descriptions using job analysis techniques to ensure accuracy and consistency across levels of work. Researches and gathers job relevant information using internal and external sources of information. Responsibilities Conducts job analysis studies (e.g., observations, focus groups, interviews, surveys). Researches and collects information using a variety of databases and sources relevant to the job duties and required knowledge, skills and abilities needed to perform the work. Serves as a consultant to employees at all levels of the organization; identifies and implements necessary changes to job descriptions based on organizational needs and requirements. Develops and maintains job descriptions and qualification statements to describe the work required for jobs. Documents changes to job descriptions using established processes and procedures. Analyzes job information to determine the appropriate occupational group, classification, and Fair Labor Standards Act (FLSA) designation. Researches court cases and opinion letters in support of job classification. Conducts internal and external salary analysis studies using market data sources (e.g., ERI, Payscale) to determine pay grades and ensure job equity; prepares and documents analysis to inform recommendations for the appropriate job grade level. Uses a human resource management information system to enter, maintain and retrieve job and position information and create and maintain organizational structures. Collaborates with internal stakeholders on initiatives and projects designed to improve organizational unit structure and design; partners with other teams to ensure job descriptions are reviewed and updated in a timely manner.
