This is an exciting opportunity to leverage your experience in talent acquisition to support the hiring needs at the Architect of the Capitol (AOC). This role is a matrix position between the AOC's Human Capital Management Division (HCMD) and the Senate Office Buildings (SOB). In this role, you will be part of a group responsible for attracting and hiring top talent, while executing key elements of the Human Capital strategy to fill critical positions within the Senate Office Buildings.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. It is available for your review on the OPM web site at OPM classification standards Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service. Candidates must meet all the specialized experience criteria listed below in order to be referred for consideration. Specialized experience is defined as the following: (1) Demonstrated ability and effectiveness in tactical and strategic sourcing to attract and identify highly qualified candidates. (2) Experience in analyzing recruitment needs, and formulating effective and innovative recruitment strategies to meet workforce requirements. (3) Demonstrated experience in building relationships and providing responsive, detail-oriented and follow-through customer service. (4) Knowledge and ability to use human resources information systems, including applicant tracking and talent acquisition systems. (5) Experience applying a wide variety of relevant employment laws and/or Office of Personnel Management (OPM) regulations, guidance and standards such as the Guide to Processing Personnel Actions, General Schedule Qualification Standards, Federal Wage System Qualification Standards, pay systems and hiring flexibilities. The ideal candidate is well-versed in developing assessment tools and vacancy announcements for a wide variety of general schedule and wage grade system positions and has experience applying OPM regulations, guidance and standards. Must be able to adopt and apply Architect of the Capitol standards, policies, processes and procedures.
As a Human Resources Specialist (Talent Acquisition) you will provide dedicated support to the Senate Office Buildings. In this position, you will be a collaborative business partner with a diverse group of hiring managers and stakeholders across the organization, which will allow you to positively impact the acquisition of skilled talent for current and future workforce needs within the Senate Office Buildings jurisdiction. Specific responsibilities include: Partnering with hiring managers and HR liaisons to understand current and future hiring needs and proactively identifying strategic recruiting solutions to meet those needs. Managing the full cycle recruitment process for positions in assigned business units. Engaging in strategic sourcing to attract, identify and place top talent. Developing and initiating innovative recruitment and sourcing strategies, including use of social media, web searches, referrals and industry-specific sources, to ensure a pipeline of highly qualified talent. Evaluating candidate qualifications, determining eligibility and best qualified candidates. Providing accurate, thorough and responsive customer service. Providing guidance on merit system principles, prohibited personnel practices and the development and use of valid selection criteria. Working with hiring managers to develop recruitment products including job analyses, applicant assessments and job opportunity announcements. Making conditional and final offers to selected applicants and performs a variety of tasks such as processing E-VERIFY, executing eOPF requests and pre-suitability processing of candidates. Participating in career fairs and other events designed to attract qualified candidates to the AOC. Providing training on the selection process and other relevant subjects such as how to apply, resume writing or how to conduct interviews. Setting and negotiating pay for employees in the General Schedule and Federal Wage Systems. Preparing SF-52s and all documentation relative to entrance-on-duty. Providing onboarding support for new and internal hires.
