This position is located with the Bureau of Indian Affairs, Southwest Region in Albuquerque, New Mexico. PLEASE NOTICE THIS POSITION IS OFFERING ONE OF THREE BONUS/HIRING INCENTIVES; THE PAY FLEXIBILITIES OF A RECRUITMENT BONUS, RELOCATION BONUS OR STUDENT LOAN REPAYMENT MAY BE AUTHORIZED FOR THIS POSITION. TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for GS-0560.) SPECIALIZED EXPERIENCE GS-13: One year of full-time specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector). This experience must include comprehensive understanding of governing budgetary policies, precedent setting decisions, procedures, and regulations to assure that budget forecasts, estimates and submissions conform to required guidelines and financial objectives; responsible for technical authority on budget formulation and execution; experience with overall Federal budget process; experience with the Congressional budget process, OMB policies, directives and regulations which assists in the development, recommendation and implementation of budgetary policies. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
Incumbent carries out the mission through the execution of the Budget in the Region of formulation, justification, presentation, and execution.
Provide guidance and technical assistance to Region programs on the preparation of annual budget estimates and narrative justifications.
Formulate budget estimates including planning, development, and review of funding requirements.
Prepares supporting materials for budget estimates.
Make presentation of budget to Region, Agencies and Tribal officials for adoption.
Responsible in providing expertise to newly recognized tribes with relationship to budgetary matters.
Utilize S4HANA and other DOI related financial systems, if not listed here, e.g. WebBP.
