To qualify at the SV-K (GS-15) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include all the following: Experience overseeing organizational programs that implement strategic plans and high-priority requirements, generate resourcing options in support of Agency risk mitigation efforts, and support budgetary policies and organizational performance metrics. Experience reviewing and revising on new budgetary proposals, policies, procedures, and guidance. Experience serving in a leadership role, assigning work, setting priorities and employee performance standards reviewing and evaluating work and performance of subordinates, coaching and developing employees, approving leave, and recommending and/or approving disciplinary actions. Experience in written and oral communication (i.e. presentations, briefings) and/or coordination with other senior leadership/management of other agencies or organizations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. This Supervisory Budget Analyst position is located Direct Reports, Chief Finance Office, Program Analysis and Evaluation Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Develops or directs the development of broad program Agency-wide future-year resource allocation plans, policies, procedures, and systems to implement high level financial management directives, and may represent the Chief Finance Office (CFO) and the Transportation Security Administration (TSA) externally as a primary point of contact for policies, procedures or other project or program purposes. Guides the review, interpretation, and application of Congressional, Office of Management and Budget (OMB), Department of Homeland Security (DHS), and TSA budget and program regulatory guidance and instructions (policy and resources) to determine impact on program office financial and functional operations. Ensures the comprehensive development and timely issuance of resource management guidance (e.g., program and budget guidance, program element review guidance, etc.) to all organizational elements and subordinate organizations, and has the authority, within guidelines, to make commitments and/or establish new policies and procedures. Oversees the development of future-year five-year Resource Allocation Plans (RAPs), the conduct of program element reviews, the transition of the RAP for budget formulation, and the transition and justification of the RAP in support of the Department of Homeland Security's Resource Allocation Decision (RAD). Support the reprogramming of funds when actual budget execution deviates significantly from planned programs. Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.
