To qualify for a Supervisory Purchasing Agent, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-08 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Monitor the work of Purchasing Agents who research and use various types of contracts and tools to procure materiel via (GPC) from the General Services Administration (GSA), FEDMALL, UNICOR, AbilityOne, etc. Solicit, analyze, evaluate, and negotiate contractor's proposals. Oversee and responsible for executing requests for the procurement of complex items, equipment and/or services under simplified purchase procedures. Ensure subordinates perform standard cost or price analysis functions including a review of cost breakdowns to determine if contractor proposals are reasonable. Review purchase orders, delivery orders, and/or BPA calls for compliance with Federal acquisition regulations, laws, and policies. B. Education: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Supervise the work of Purchasing Agents who execute actions at or below the Simplified Acquisition Threshold (SAT) for the procurement of non-nuclear material.
Oversee the purchasing methods to include use of a Government-wide commercial purchase card, issuance of purchase orders, use of Blanket Purchase Agreements (BPA), and issuance of delivery orders.
Oversee the work of Purchasing Agents in pre-award and post-award contract administration functions, the analysis of cost, technical, and risk tradeoffs of contractor proposals.
Monitor, review and adjust the work of the organizational unit to ensure established goals and objectives are met.
Accountable for meeting goals, objectives, and deadlines established and maintain awareness of the goals and objectives in order to make appropriate adjustments to accommodate any changes.
Identify, coordinate and implement standardized processing procedures to improve the Section's operational performance and customer satisfaction.
Serve as the designated Authorizing Official (AO) for the local purchase card program and authorize the use of Letters of Agreement (LOAs) to procure materiel quickly and efficiently via Government Purchase Card (GPC).
Serve as a warranted Contracting Officer (CO) with authority to obligate the Government up to, but not exceeding, the SAT
May be required to independently function outside the standard business hours for the assigned industrial site location.
