GS-12: To be eligible at the GS-12 level you must have one full year of specialized experience equivalent to the GS-11 level in Federal service. Specialized experience is defined as experience developing, implementing and/or maintaining a comprehensive financial management system; providing financial and managerial data to control budget execution in achieving short and long-range management plans; advising management team on recommendations and/or alternative approaches to improve program plans, budget proposals, costs of operations and program accomplishments; reviewing and analyzing past obligations, determining reasonable fund levels and evaluating validity of request; and providing a wide variety of budget reporting, including monthly financial and quarterly reports. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. You will be responsible for planning, implementing, and administering the full spectrum of budget and financial management services for the District of South Dakota. Duties include but are not limited to: Preparing and developing budget estimates for the District. Preparing a variety of statistical reports covering the status of funds, expenses, and obligations. Reviewing and examining fund requests. Advising management on the planning and development of budget requirements. Ensuring obligations, expenditures, unobligated orders, and available balances are valid and supported. Preparing for and responding to financial audits.
