The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to lead a team.** Ability to plan, implement, and evaluate digital content.** Ability to develop digital information strategies and build coalitions.** Knowledge of communication and public affairs principles, methods and techniques. Ability to communicate in writing and review the writing of others. Ability to communicate effectively other than in writing.
Serves as Team Leader, leading General Schedule employees performing two-grade interval work up to GS-13. Ensures that the organization’s strategic plan, mission, vision, and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices, and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Provides advice and consultation, as a top technical expert and recognized authority in the field, on digital information topics and the evaluation of digital information programs. The incumbent is responsible for independently managing key digital information decisions across the Library of Congress on behalf of the Office of Communications. Oversees the Library’s digital and social content management strategy, a process for setting digital and social media content goals, target audiences, priority content principles and content lifecycle, to ensure good management of the Library's digital and social media content. Works cooperatively with representatives from across the Library to set priorities and reach consensus. Develops or approves informational concepts or content designed to inform, educate, and persuade the general public, agency staff, specialized groups, other agency heads, members of Congress, state executives, private sector leaders and/or media representatives of the value of the Library's work. Communicates with nationally or internationally known groups or individuals to present, explain or defend Library of Congress positions on important agency programs. Determines the most expeditious and appropriate avenues for disseminating information both internally and to the public and arranges for mass dissemination of information materials.
