This Transportation Assistant position is in Fiscal services at the VA Bedford Healthcare Systems, located at the Bedford location. This position is a full-time at 40 hours per week.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/03/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-05) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Transportation Assistant. Qualifying specialized experience includes performing transportation support duties such as coordinating connections/scheduling, documenting travel information; collecting, compiling, and tracking data on a daily basis; Performs a basic analysis of data and generates a variety of reports; entering data into automated tracking data bases; and planning and directing a program that provides support services. You will be rated on the following Competencies for this position: Attention to Detail Principles of Accounting Transportation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The Transportation Assistant works for Fiscal Service at the VA Bedford Healthcare Systems. The incumbent incorporates Accounting Technician and Transportation Assistant duties. The duties of the position include but are not limited to: Reviews requisitions for services, supplies, real property, equipment and adjustments for all appropriations (including GPF & CWT) for the medical center. Reviews and approves all receiving reports for transmission to FMS and CAPPS. Researches all daily rejects for miscellaneous orders, service orders, contracts, A&E orders, receiving reports and amendments. Reconciles the accepted daily listing for payments and researches all daily rejects for miscellaneous orders, service orders, contracts, A&E orders, receiving reports and amendments and makes corrections as necessary to resubmit transaction to FMS. Is the primary A/OPC for the facility travel card IBA and CBA accounts. Performs comprehensive audits, analysis, evaluations and related procedures for the purchase card system as required. Authorizes all travel matters including related regulations and procedures for both domestic and foreign travel. Independently plans and carries out the successive steps to complete employee travel support duties and use accepted practices to resolve problems and deviations. Advises on entitlements, reimbursable expenses, Federal Travel Regulations, and other local and national policies and procedures. Principle point of contact on all travel matters and liaison with other government agencies, carriers and other VA facilities. Examines all accounts in order to analyze and detect trends and problems that affect the overall operations of accounting. Applies interrelationships of various accounting system software package applications and computer systems. Understands interrelationship between appropriations and all subsidiary records and control accounts, interrelating of cost, general ledger, allotments and fund control accounting. Performs duties as a backup Agent Cashier processing a variety of collections and cash disbursements Work Schedule: Monday-Friday; 7:30am-4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. This position is a NAGE Bargaining Unit position.
