Job Description:

This position is located at US Mint,Financial Directorate - Human Capital Operations Division. As a Human Resources Officer, you will provide administrative and technical oversight of day-to-day Human Resources operations and ensure consistency and coordination of those activities with other programs within the United States Mint field facilities and headquarters as well.
You must meet the following requirements within 14 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: Specialized experience for the GS-14 grade level is one year of experience at the GS-13 grade level or equivalent, which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes ALL of the following: - Performing a variety of human resources functions, using concepts, principles, laws, regulations and practices including, but not limited to compensation, performance management, classification, employee/labor relations, employee development, staffing and recruitment, position management; AND - Developing, interpreting and/or advising senior management on human resources policies and administration; AND - Providing recommendations and solutions to management officials, along with planning, developing and managing work of subordinates. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks.
As a Human Resources Officer, you will: Provide authoritative advice and innovative direction on all aspects of human resources management, including personnel and administrative management; organization development; position management; strategic planning, especially in the areas of outreach and recruitment strategies; labor and employee relations, and performance management. Review and coordinate processing services provided by ARC in the areas of classification, staffing, recruitment, technical services, benefits, pay, awards, and worker's compensation. Assess and monitor recruitment, cultural diversity, and personnel management programs and provide recommendations for changes to promote a more effective operation. Serve as a Human Resources Technical representative in settlement discussions. Provide advisory services to management officials regarding informal and formal grievance procedures. Draft responses for Congressional inquires and forward to the United States Mint, Headquarters Human Resources Office for review and final approval.
