Job Description:

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinates, directs and provides the day-to-day administration of site planning, site development, building design, environmental impacts/constraints, economic analyses, traffic studies, special planning studies, space management(including complex interior space layout and floorplan configuration using expert skills in AutoCAD), project concepts development, cultural resources, design-bid-build and design-build bid documents; 2) Develops project documentation (DD 1391) that includes project scope, cost estimates and supporting documentation; 3) Performs contract administration including preparing scopes of work, serving on A-E slate and selection boards, preparing Government estimates for the various phases of work, assisting in the negotiation of A-E contracts and evaluating A-E performances for accuracy, adequacy, completeness and conformity with the contract and customer requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will act as a Project Manager and technical expert over the development of project justification and documentation in support of Military Construction Project Data Sheets (DD1391's) for new facilities and major renovations.
You will apply architectural skills in order to produce a wide variety of facility planning products and services for a high-tempo Navy installation.
You will prepare scopes of work, serve on A-E slate and selection boards, and evaluate A-E performances for accuracy, adequacy, completeness, and conformity in order to make suggestions designed to improve the product.
You will lead multi-disciplined teams involved with base and asset development.
You will provide facilities development from trends, economic conditions, cost estimating, mission requirements, compatible land use, encroachment issues, safety considerations (AT/FP, HERO, AICUZ, EMR, etc.).
You will execute in house, or manage contracts for, long range real property master planning projects that support Navy missions with analysis of facilities, utilities and other infrastructures.
You will facilitate meetings among large groups and resolve controversial issues based on sound economic analysis to decision makers while applying excellent verbal and written communication skills.
