About the Position: Serves as Architect or Engineer (A-E) with assigned responsibility for the management of all phases of complex A-E contracts and as division coordinator and spokesperson for assigned projects. Position may be filled at the GS-11 or GS-12 level.

In addition to meeting the basic education requirement listed in the education section below, to qualify for this position you must also meet the qualification requirements listed below: To qualify at the GS-11 grade level, you must have: Specialized Experience: One year of specialized experience which includes assisting with agency regulatory guidelines governing the various stages of project development and the design process, providing technical and administrative support, and providing project schedule and budget data for use in determining status of workload. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR Have the specialized experience as described above, but less than one year; and I have at least two years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes preparing A-E design of work, estimate of fees, specifications and negotiation of contracts for design of complex military/civil facilities, cost estimates for large civil works type projects, reviewing construction modifications, initiating fund requests for the projects and reviews budget recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Additionally, you must also have a Professional Engineer (PE)/Registered Architect (RA) License to qualify for the GS-12. (Note: You must attach a copy of your PE/RA License). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contract Management Cost Estimation and Analysis Project Management Strategic Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 for GS-11 or GS-11 for GS-12).
Provide briefings to Branch Chief and/or higher-level management officials, pertaining to the status of projects underway at assigned locations.
Provide pertinent regulatory and engineering requirements, and initiates and monitors on-site pre-design conferences.
Coordinate and prepare Design Quality Control Plan for Integrated Project Office.
Participate as a member of the negotiation team for A-E contract activities.
Review A-E proposals against previously prepared Government estimates, research and discuss differences with A-E, provide clarification and guidance, and participate in negotiations to eliminate misunderstandings to obtain a fair and reasonable cost.
Review construction modification case records for determination of A-E responsibility and serves as a member of the responsibility review team.
Serve as a Project Engineer/Architect with responsibility for managing all phases of complex Architect-Engineer (A-E) contracts and serving as the coordinator and spokesperson for assigned projects.
Analyze project criteria, man-hours, travel, overhead requirements, and an application of reasonable profit levels to prepare estimates for the A-E's design fee and estimates of in-house review costs.
