Job Description:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 for GS-11 applicants or GS-11 for GS-12 applicants) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-11 level is defined as: performing financial management data analysis to identify issues that need corrective action deficiencies; assisting in creating recommendations for systems changes; advising management on financial policies, regulations, and standards in support of the financial mission of a large scale financial organization. Specialized Experience at the GS-12 level is defined as: performing pay, allowance and differential computations in conjunction with completion of full pay audits of pay accounts to ensure adherence to Negotiated Settlement Agreements (NSAs) and applicable regulation; performing quality control examinations of Civilian Pay settlements operations, policies, procedures and internal controls to prevent and detect deficiencies prior to disbursement of funds; experience with Defense Civilian Pay System (DCPS) to conduct analysis of Civilian Pay functions, processes and systems; making recommendations and providing data and reports to Civilian Pay management. Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. Time-in-Grade for GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Duties described below reflect the full performance level GS-12. Duties assigned to an entry grade of GS-11 will be developmental in nature.
Serves as a financial specialist responsible for providing analysis and evaluation of the Civilian Pay program pertaining to settlements.
Performs pay, allowance and differential computations in conjunction with completion of full pay audits of pay accounts to ensure adherence to Negotiated Settlement Agreements (NSAs) and applicable regulations.
Performs quality control examinations of Civilian Pay settlements operations, policies, procedures and internal controls to prevent and detect deficiencies prior to disbursement of funds.
Leads and/or conducts a variety of management studies related to a broad spectrum of civilian pay issues that may interface with other functional areas to include human resources, accounting, and disbursing.
Ensures that employees are fully trained in all facets of the civilian payroll process (timekeeping, voucher preparation, customer service representation, data input, data retrieval, etc.).
