A bachelor's degree is required AND at least two years professional experience that demonstrates management skills used in planning, coordinating, leading, and directing entry to mid-managerial level staff within a complex organization OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Experience managing and supervising multiple teams within a diverse workforce is required. Must have a thorough knowledge of business practices, economic principles to analyze trends and recommend improvements. Must possess knowledge of health and wellness and organizational management concepts, and productivity methodologies. Required to work collaboratively and independently. Must be able to seek and provide feedback, share ideas, and learn from others. Strong oral and written communications skills required. Must have a valid driver's license and maintain it for the duration of employment. Must possess or have the ability to obtain CPR certification within 6 months of hire. Knowledge of Marine Corps organizational structure and financial management of APF/NAF policies preferred but not required. Ability to learn and use Recreation Tracking Software Systems is required.
Assists the Director in operating recreation facilities & programs consisting of: Athletic Department, Boathouse & Marina, Gear Issue & RV Lots, Fitness Facilities & Programs, Sleep & Performance Educator, Community Center, Single Marine Program, Active-Duty Recreation Center, Ticket Office, and Special Events. The incumbent is responsible for special event management, employee training coordination, and assistance in the day-to-day operation of Semper Fit & Commercial Recreation. Coordinates special projects and joint community programs that ensure effective use of facilities and other resources. The incumbent represents the department to vendors, other agencies, departments aboard Marine Corps Recruit Depot (MCRD), and serves as the Director in their absence. Develops and promotes partnerships with local agencies that enhance department programs and facilities. Develops assessment and evaluation criteria and continually evaluates the effectiveness, efficiency, and productivity of assigned facilities and programs within Semper Fit & Commercial Recreation. Coordinates and integrates the activities of personnel training, supply, safety, public affairs and research in support of the department. Prepares and conducts briefings and orientations concerning the various aspects of Semper Fit & Commercial Recreation. Assists managers within the various activities to assess and fulfill their staffing requirements. Adheres to safety regulations and standards, uses required safety equipment and observes safe work procedures. Reports safety and security violations to the proper authority when discovered. Responsible for the development and implementation of the department¿s internal safety program in accordance with MCRD Safety Programs. Informs employees of safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents to the Human Resources Office as well as the Semper Fit Director. Ensures safety training is provided to employees and complies with OSHA standards, taking action to correct unsafe or unhealthy working conditions. Ensures minimal loss of duty by complying with Return-to-Work program initiatives and following up on employee status. Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol and drug abuse and take appropriate action. Working closely with managers throughout the division, ensures staff and volunteers have the training needed for their position ensuring compliance with all mandated and scheduled training. Arranges for all supplies, equipment and transportation necessary to support events and activities. Prepares and justifies various annual operating budgets for inclusion in the overall Semper Fit & Commercial Recreation department budget submission. Collects records and reports from activity managers regarding facility, equipment, vehicle usage, budgeting, and marketing requirements for use by the Semper Fit Director and MCCS personnel. Ensures proper internal controls are established within the department to protect income, minor property, fixed assets, supplies, records, etc. Performs other duties as assigned. This is a mixed position. Must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance. Controls Over Position Works under the general supervision of the Semper Fit Director. Incumbent is the technical expert and has supervisory controls over and direct oversight of staff and facilities within the following Semper Fit Branch divisions, Boathouse, Marina, Gear Issue, RV Lots, Tickets & Tours, and Active Duty Center. Incumbent is given broad, continuing assignments by the Director, who sets deadlines or priorities required and prescribes limitations. The supervisor provides program guidance and leadership in new, unusual or difficult activities or services and is available for advice and assistance as needed. Program planning is done independently, except when encountering unprecedented matters that may require higher authority consultation, manuals, directives, and publications dealing with the Semper Fit Program or as prescribed by higher authorities that effect operations are available for guidance.
