About the Position: You will serve as the Facility Operations Specialist, provides support to overall operational and maintenance functions necessary for the internal operation and functioning of the Navigation Project.

Minimum Qualifications Facility Operations Specialist GS-1640-11 Specialized Experience: One year of specialized experience which includes use of an automated maintenance control data system, such as FEM/Maximo to provide system control for documentation of maintenance of critical equipment and infrastructure. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Facilities Operations and Maintenance Facilities Reporting and Record-Keeping Facilities Requirements Analysis and Planning Quality Assurance
Utilize knowledge of navigation facilities and operations to analyze trends, data, and statistics and determine feasibility of implementing changes to operational and maintenance processes.
Provide technical and policy advice, guidance and training recommendations.
Develop and implement plans for effective use of this program for existing as well as new or revised facilities and equipment.
Use FEM data to identify, illustrate and track performance trends, schedules, budget, manpower utilization or quality problems.
Knowledge of the purpose, function, design and operation of navigation locks and channels within the District as well as navigation regulations, safety practices and procedures, Lock Operations Manuals, and other governing rules and regulations
Perform diverse technical and administrative work in support of navigation programs, projects, and functions.
Establish standards for FEM use, responsibilities, sets expectations, and manages assigned projects
Develop and provide a wide range of reports on projects to the District corporate leadership to show status, trends and needs.
Provide assistance and technical support on the automated maintenance system hardware and software functions and access problems.
Serve as the District’s primary point of contact and responsible party for management, control, coordination, and execution of assigned responsibilities in conjunction with the implementation of the FEM System.
Responsible for the overall management, implementation, coordination and monitoring of the District's maintenance management program, Facilities and Equipment Maintenance (FEM).
