Job Description:

The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, internal policies, finance and budget, information technology, security, facilities, and information management.
Mandatory Requirements: Expert ability to develop and effectively manage complex HC projects, assess customer requirements, identify dependencies, and manage and mitigate risks. Expert knowledge of Federal, IC, and/or ODNI HC and HR regulations, policies, and unique authorities in order to address organizational/business issues and questions. Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Superior ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues and utilize strong organizational and interpersonal problem-solving skills. Superior ability to listen to, clarify, and convey an understanding of others' ideas, comments and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Expert ability in project or program management. Superior ability to represent ODNI or an ODNI function in a positive, proactive manner and ability to manage competing priorities while adhering to strict deadlines. Desired Requirements: Expert knowledge of the mission, charter, roles and responsibilities for ODNI and/or individual IC organizations. Expert program management, analytic, and critical thinking skills, including superior ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation of programs. Knowledge of one or more HR subject matter areas (Compensation, EEO and Diversity, HR policy, Learning and Development, Performance and Effectiveness, Talent Acquisition, Workforce Analysis and Planning, Succession Planning). Work or background in data management, knowledge management, analytic management, data management, technology management, information sharing and safeguarding strategies, policies, and standards within the IC strongly desired. General knowledge of HR principles, concepts, regulations, and practices, and consultative skills sufficient to plan and manage HR related HC functions for ODNI SNIS programs. Bachelor's degree in HR or related area.
Senior Executive Management Office (SEMO) is responsible for providing direct, strategic-level support to Presidential Appointees and the Senior Executive Corps working the ODNI mission, with a specific focus on hiring, developing, and mentoring SNIS officers. Lead a team providing direction in program planning, design, development, and implementation in one or more areas for HC subject matter expertise. Plan, develop and manage complex projects or programs for SNIS cadre that often requires generating new concepts, principles, and methods to ensure their successful implementation. Lead and oversee the development of strategic and tactical plans to support HC program initiatives; guide and lead the development, implementation, and evaluation of HC programs in response to IC directives and/or mission requirements. Advise and present to ODNI senior leadership on the development, implementation, and management of complex programs for SNIS cadre and positions. Plan, develop, and present expert, authoritative written products and oral briefings on significant and complex HC issues; ensure that written products and oral briefings are tailored to and in alignment with overall IC mission objectives and individual member needs. Assist SEMO Chief in goal setting, providing feedback to staff and incorporating effective management techniques to motivate, mentor, and promote a culture of knowledge sharing and teamwork. Lead, cultivate and maintain productive relationships across ODNI and the IC to share information of interest and when appropriate present, justify, defend, negotiate and/or settle matters involving significant or controversial issues. Build and manage dashboards and analytics: Manage databases and systems and build new data repositories as necessary. Serve as information liaison for the SNIS, DISL, DISES, SIS, workforce; prepare bi-weekly newsletters for ODNI leaders for internal use only to deliver a wide range of timely policy and relevant news updates to the executive workforce.
