Job Description:
You will serve as a UTILITIES MAINTENANCE SUPERVISOR in the Public Works Department (PWD) Utilities and Energy Management (UEM) Division of NAVAL FAC ENGINEERING CMD WASH.
Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen out listed below. This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: ABILITY TO LEAD OR SUPERVISE 1) Planning and scheduling work assignments within priorities established by higher level supervision; 2) Analyzing work schedules, determines manpower, equipment, and material requirements; 3) Determining work methods to be used; and coordinating work with the work of other units involved; and 4) Determining work methods, developing safe procedures for hazardous work, spot checks work operations, and reviews completed work to make sure that quality and quantity standards are adhered to. 1) Analyzing production, cost, labor, and equipment usage records to evaluate progress of work and to eliminate production bottlenecks; 2) Performing unscheduled quality checks of workforce's performance and provides regular Quality Control Plan and Quality Inspection Plan performance reports to the Utilities and Energy Management Branch Head; and 3) Training subordinates in proper work methods and use of new equipment and practices. 1) Participating in a wide range of personnel matters concerning subordinates such as, performance rating, leave request, commendatory and disciplinary actions, promotions, demotions, and beneficial suggestions; 2) Interpreting blueprints, sketches, and operational manuals regarding complex work; and 3) Having knowledge of all types of equipment and supplies used by subordinates for highly complex utility production and distribution systems.
