The Information Technology Specialist position is in the Administrative Office of the U.S. Courts (AO), Department of Administrative Services (DAS), Human Resources Office (HRO), Court Human Resources Division, Recruitment Services Branch. HRO provides human resource program leadership, services, and solutions to enable the U.S. courts and the AO to define, recruit, manage, compensate, reward, develop, and retain a highly skilled workforce.
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Knowledge of Judiciary recruitment programs, including OSCAR, applicant tracking systems, LinkedIn, and social media tools. Experience managing content management systems and configuring talent acquisition tools. Experience conducting and analyzing website usability, system data, and system testing, including 508 compliance.
The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Human Resources Office (HRO), Court Human Resources Division is seeking a self-motivated, experienced Information Technology Specialist to join its dynamic team. The incumbent will provide vital program support, project management, communications, training, business process improvement, and technical support to key talent acquisition initiatives, including the OSCAR program, LinkedIn recruitment program, and other Judiciary recruitment. The incumbent will serve as a technical and subject matter expert for talent acquisition projects, offering expert advice on IT solutions, process improvements, systems implementation, and recruitment web content management. This position reports to the Recruitment Services Branch Chief in the Court Human Resources Division. The duties of this position include, but are not limited to: Serving as a subject matter expert for law clerk and staff attorney recruitment, including the OSCAR system and talent acquisition platforms. Leading the team responsible for producing and distributing web content, user documentation, training, communications strategies and delivery, multimedia products, and marketing materials for Judiciary programs via official communication channels (e.g., USCourts.gov, JNet, GovDelivery, and OSCAR). Supporting and implementing Judiciary's recruitment strategy, including leading research and adoption of new technologies such as social networking, mobile platforms, recruitment tools, and online media. Managing content management systems and configuring talent acquisition tools; conducting and analyzing website usability and system data; leading system testing, including 508 compliance; and providing guidance on information architecture, design, and programming. Overseeing tier-1 quality control of system data, business process reviews and workflows, and requirements gathering. Designing and maintaining accessible recruitment websites compatible with various platforms and browsers. Serving as a technical liaison on Judiciary recruitment for vendors and internal AO offices. Assisting in procurement activities, including developing statements of work, reviewing requests for information and proposals, and ensuring deliverables and milestones are met.
