In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing Planning Products & Services, Planning Criteria, and Planning Systems to facilitate planning actions; 2) Providing advisory or review services on specific problems, projects, programs, and/or functions related to engineering, architecture, and/or community planning; 3) Developing facility plans and objectives including criteria, procedures, and instructions; 4) Analyzing the impacts (i.e., benefits and liabilities) of facility projects; 5) Serving as a technical representative on architectural and community planning projects; 6) Applying planning concepts and principles, analytics, and project development initiatives for the development of shore facilities. You will participate and/or lead planning teams to develop long, mid and short-range planning infrastructure management and basing strategies.
You will lead multi-disciplined teams involved with base and asset development.
You will identify opportunities, cost, risk and payback for innovative approaches to Shore Installation Management.
You will apply knowledge of the Navy Shore Facility Planning System (SFPS) and work within that system to develop Asset Evaluations (AE), Basic Facility Requirement (BFR), Facility Planning Documents (FPD) in order to support projects.
You will develop justification and documentation for new facilities and major renovations through the Military Construction (MCON) and Sustainment Restoration and Modernization (SRM) programs.
