Job Description:

For the GS-9: In addition to the basic education requirements, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in assessing the environmental impacts of proposed actions; 2) Reviewing environmental data on projects to determine potential impacts and the need for environmental documentation under National Environmental Policy Act (NEPA); 3) Drafting environmental documents to ensure compliance with various environmental consultation and permitting requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In lieu of specialized experience, you may qualify for the below grades with the following education, in an accredited college or university leading to a bachelor's or higher degree that included the specific major field of study or specific course requirements mentioned in the Education Section: GS-9: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
You will exercise standard practices, methods, and techniques to perform relatively limited assignments in dealing with academic and scientific theories and basic principles of environmental planning.
You will review environmental data submitted or available on a specific project to determine potential impacts and the need for and type of environmental documentation required under the National Environmental Policy Act (NEPA).
You will serve as Contracting Officer’s Representative (COR) on A/E contracts and task orders to ensure preparation of technically sound, compliant, safe, timely, and cost-effective products.
You will work with a variety of software applications, budgeting, travel, and presentations; and conform to command safety program.
You will review and prepare Categorical exclusions (CATEX's), Environmental Assessments (EA's) and Environmental Impact Statements (EIS's), in accordance with the National Environmental Policy Act (NEPA) and related special environmental studies
You will review projects involving various environmental planning requirements.
You will use data to determine potential environmental impacts for routine projects.
You will professionally represent the Navy in meetings and conferences with leadership, state and federal regulatory agencies and the public on environmental planning issues.
