About the Position: Serves as a Construction Control Representative responsible for an assigned function of surveillance of contract construction operations. It requires some physical exertion, such as long periods of standing, walking over rough terrain, and regular visits to construction sites. To qualify at the GS-11 Level you must have one year of specialized experience that demonstrates a practical knowledge of engineering with primary responsibility for performing work in overseeing, managing, and inspecting construction work, which includes Interpreting plans and specifications of complex construction projects; inspecting materials and workmanship to ensure quality, safety, and compliance with regulation and contractual requirements; performing a thorough review of contractor-submitted documents for accuracy and adequacy; providing input and recommended solutions to project engineers toward solutions or courses of action observations made at project sites; developing QA inspection requirements for upcoming projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). You will be evaluated on the basis of your level of competency in the following areas: Communications Contract Management Problem Solving Quality Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????10).
Review and analyze plans and specifications to gain familiarity with the project to ensure the feasibility of the construction aspects prior to start of work.
Confer with engineers and contractor personnel to coordinate QA work especially inspections and training.
Review schedules for delivery and installation of materials and equipment, making recommendations on methods of expediting and follow-up.
Perform and oversee field quality assurance tests.
Perform preliminary designs analysis and initial cost estimates as required to determine the desirability of changes or proposed solutions to problems encountered in construction.
Recommend acceptance/rejection of deviations/substitutions proposed by the contractor, with appropriate credit to the government.
Assist in investigating situations that required changes or that involve disputes with the contractor; drafts findings of fact on changes.
Interpret plans and specifications, conferring with contractor to resolve differences of opinion.
