Job Description:
You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (CONTRACTING OFFICER) in the Contracts Department (02), Contracting Division C (026), Construction Support Branch (0262) of NAVSURFWARCEN IH DIV. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $156,755).
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-4 (GS-11/12 grade equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional contractor providing contractual procurement and administration services (e.g., contract awards, cost analysis, negotiations, solicitations and close-outs) to procure services, equipment, or materials for a wide range of construction, architecture, or engineering projects. In addition to meeting the basic educational requirement as well as the specialized experience above, applicants must have: 1) At least two years of experience in contracting positions; and 2) Completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard. Foundational certification standards must be met within established timeframes in accordance with DoD Instruction 5000.66. You will serve as a Senior Contract Specialist/Limited Warranted Contracting Officer in the Contracts Department, 026 Division, Construction Support Branch.
You will ensure performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding the interests of the United States in its contractual relationships.
You will solicit, evaluate, negotiate, and award contracts with commercial organizations for construction related supplies and services.
You will review and issue contractual actions up to the assigned warrant authority and administer contracts through closeout by assuring compliance with the terms and conditions of contracts.
You will serve as the day-to-day contracting representative for the assigned customers/programs with the responsibility to effect timely procurements while preserving the integrity of the contractual arrangements.
You will serve as advisor to NSWCIHD managers on contractual matters, interpreting regulations and policies imposed by higher organizational levels.
You will understand and conduct best value contracting for construction contracting, facility service contracting, and architecture and engineering contracts.
You will perform cradle to grave administration including pre-award, award, post-award, and close-out functions in support of various contract types.
