Job Description:
You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Contracting Officer) in the Contracts Department (02), Contracting Division A (022), G Support Branch (0222) of NAVSURFWARCEN IH DIV. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $161,448). The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 grade equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing professional contracting or procurement work developing solicitations and contract documentation through award (e.g. cost/price analysis, negotiations, contract award, and close-outs) to ensure compliance with established policies and regulations for the acquisition of services, materials, supplies or construction. Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting the basic educational requirement as well as the requirements above, applicants must have: 1) At least two years of experience in contracting positions; and 2) Completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard. You will serve as a Senior Contract Specialist/Limited Warranted Contracting Officer in the Contracts Department.
You will ensure performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding the interests of the United States in its contractual relationships.
You will solicit, evaluate, negotiate, and award contracts with commercial organizations, educational institutions, and nonprofit organizations for the furnishing supplies and services.
You will serve as the day to-day contracting representative for the assigned customers/programs with the responsibility to effect timely procurements while preserving the integrity of the contractual arrangements.
You will serve as an advisor to NSWCIHD managers on contractual matters, interpreting regulations and policies imposed by higher organizational levels.
You will award and administer a wide range of contract actions, including Simplified Acquisitions, Firm Fixed Price contracts, Cost reimbursable contracts, Professional Services, non-Professional Services, Supply, and Research and Development.
You will prepare and issue requests for proposals/ quotes, issues broad agency announcements, evaluates proposals, develops business case decisions for award, develops award documentation.
You will participate in the planning phase, source selection phase, documentation of the award decision phase, and through contract award, as well as advise customers and develop procurement milestones.
