This National Guard position is for a SUPERVISORY QUALITY ASSURANCE SPECIALIST, Position Description Number NGD1819000 and is part of 114 MXG SQ. Title 32, excepted service. Announced concurrently AGR, only one will be filled. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: SMSgt to CMSgt are eligible to apply. Selected individual must be assigned to a compatible military position in the following AFSC upon date of hire: AFSC 2AXXX, 2WXXX, 9G100. Aptitude scores can be checked on the vMPF or at the Customer Service in the Force Support Squadron and physical profile in the medical squadron. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. GENERAL EXPERIENCE: Minimum Requirements: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs, specialized experience includes experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Knowledge to interpret Air Force Instructions, Technical Orders, engineering drawings, product specifications and other Air Force standards. Knowledge of sound maintenance practices of the aircraft and associated equipment and techniques as well as special processes incorporated into troubleshooting and problem solving. Experience in dealing with management principles and supervisory responsibility. Skill in managing the function of work to be performed. As a SUPERVISORY QUALITY ASSURANCE SPECIALIST, GS-1910-12, you will: This position is located in an Air National Guard Aviation Wing, Maintenance Group. The purpose of this position is to supervise, establish and direct a planned, systematic approach of a quality assurance program designed to provide the maintenance managers confidence that aircraft, aircraft systems, products or supporting processes conform to technical, safety, work load and customer requirements. The position serves as the Supervisor of the Quality Assurance Division. In that capacity, the supervisor plans, implements, and executes a quality assurance program that includes independent surveillance and evaluations of all assigned aircraft, aircraft components, and maintenance personnel. Plans, directs, organizes, and exercises control over Quality Assurance Specialists (non-supervisory employees) assigned utilizing a comprehensive knowledge of aircraft to include electronic equipment and systems, manual and automatic flight controls, airframe, landing gear, pneudraulics, and jet engine propulsion, armament, munitions, and associated systems. Applies a comprehensive knowledge of employee relations, management techniques, peer mediation, root cause analysis, trending, and statistical methods. Base level of work supervised is at the GS-11 level.
