Job Description:

The Learning Resources Office has the responsibility for planning, developing, implementing, directing, evaluating and coordinating the overall education programs at the San Francisco VA Health Care System (SFVAHCS). Primary responsibilities include all forms of educational development including administrative training programs, continuing computer training, employee education and career development, with an integral role in facility workforce development and succession planning.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/10/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: BASIC REQUIREMENTS Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. OR, Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. OR, Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. OR, At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. In addition to meeting the basic requirements, you must meet the GS-12 Minimum Qualifications for the position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience creating, administering, and facilitating professional development programming. Works in a broad functional or specialized area of education, such as adult education, instructional methods and educational evaluation and analysis. Uses training/education administration, principles, policies, and procedures. Procedures pertaining to planning, budgeting, projecting and monitoring educational program expenditures. Establishes and maintains effective working relationships with all levels of personnel. Your experience must be detailed in your resume to receive credit. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary while sitting at a computer. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to interviews, meetings, training, and sources of information. Work Environment: Generally, work is usually performed in offices, meeting or training rooms, schools, or similar settings. Travel throughout SFVAHCS will be required as needed, including occasional travel for nationwide training, conferences or meetings. The Supervisor Education Program Specialist has the primary responsibility for analyzing, evaluating, and designing adult educational activities. The incumbent will work in close collaboration with SFVAHCS staff to develop online and in-person instructional programs and materials. Working collaboratively, the incumbent will employ expertise in learning theory, pedagogy, and assessment to support the organizations instruction program. The Supervisory Education Specialist will participate in the organization's extensive instruction program by planning, delivering, and assessing employee requested instruction sessions. Major Duties include: Develops, implements, and evaluates all educational activities. Exercises responsibility for facets of training program administration to include identification of training courses, dissemination of course information to individuals, answering inquiries concerning the nature and purpose of available courses, explaining eligibility requirements and procedures or application, maintaining liaison with VHA and maintaining documentation prescribed by higher and local authorities. Serves as supervisor and lead for instructional development initiatives within SFVAHCS. Analyzes, evaluates, and designs adult learning activities: Applies instructional system design principles in analysis and evaluation of adult learning activities, analyzes and interprets appropriate educational data and develops evaluation criteria. Determines training needs by conferring with Health Care Group Leaders, conducting surveys, reviewing reports, or interviewing employees. Assists in the evaluation of Education needs of VA Health Care Groups through an annual Educational Needs Assessment. Makes contact with identified health care professionals to review suggested needs to determine whether education can resolve identified problems. Assessment of training needs of specific groups of employees. Participates in VISN-wide and national assessment activities. Regularly reports to the Pentad and VISN committees on educational performance measures. Active member of facility and VISN committees. Monitors approved education projects, providing technical assistance on substantive educational as well as administrative programs.
