This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Current registration as a Professional Engineer (PE) or Registered Architect (RA) in the District of Columbia, Guam, Puerto Rico, or any State in the U.S. Do you currently meet this requirement? NOTE: You must submit a copy of your registration with your application to be considered for this position. In addition to the Basic Requirements for this position and required license, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing construction engineering support for capital improvement projects and facilities major renovations; 2) Performing technical and administrative oversight of construction contracts from conception through close-out, to include scope, schedule, and cost; 3) Monitoring construction contractor quality and safety programs via available data and metrics and by conducting site visits; 4) Providing recommendations for resolving project problems due to design errors, unforeseen conditions, or changes in criteria; and 5) Preparing and presenting briefs related to scopes of work, design reviews, contract negotiations, etc. NOTE: This information must be supported in your resume to be considered for the position. You will monitor available project budget and time constraints and initiate appropriate planning and corrective action as necessary to ensure funding thresholds and impacts to operational needs are not exceeded.
You will provide technical support for claims/disputes/terminations processing, negotiation and resolution.
You will prepare contractor performance evaluations in CCASS and processing awards for outstanding performance if applicable.
You will coordinate delivery, acceptance, inspection and installation of Government furnished equipment.
You will assist the IPT PM in management of Post Construction Award Services (PCAS).
You will coordinate review and approval of technical “Government-approved” submittals such as shop drawings, product data, samples, design data, manufacturer’s instructions, test plans/reports, and certificates in a timely manner.
You will prepare government position for contract negotiations or modifications to existing construction contracts.
