Job Description:

You will serve as the Technical Director for Fleet Readiness Directorate (FRD) within the Naval Information Warfare Systems Command (NAVWAR). The incumbent oversees NAVWAR's overarching systems engineering efforts to apply technical solutions to complex technical problems in the field. The incumbent is required to exercise the highest degree of intellectual understanding of Naval missions, systems requirements, and the capability of technologies to meet these requirements.
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge of operational, systems, and technical architectures for complex C4ISR systems in joint theater and deployed forces. 2. Ability to identify and characterize complex technical problems, assesses impact to the fleet operations, and delivers engineering and operational solutions. 3. Ability to create a vision, in concert with fleet and acquisition stakeholders and transform that vision into architecture and engineering plans to support the delivery of transformational C4ISR capability to the fleet. 4. Demonstrated experience in planning, organizing, and managing highly complex, innovative engineering development and integration projects and programs with a high degree of visibility and customer satisfaction. You will support the Director in the overall execution of the FRD's mission to modernize and support readiness of Fleet assets.
You will advise programs of the technical needs of the warfighter to enable greater operational relevance of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) developing systems.
You will provide insight of issues, gaps, and overlap with currently deployed Command, Control, Communications, Computers, and Intelligence (C4I) systems to facilitate constant improvement of the C4ISR capabilities delivered by the NAVWAR enterprise.
You will serve as the Navy technical warrant holder for fleet integration of end-to-end C4ISR systems and capabilities.
You will serve as an advisor to the Science and Technology community to communicate the future warfighting doctrine and help match emerging technologies with these future operational demands.
You will provide guidance to facilitate decision-making processes, present justifications for proposed approaches, and provide technical consultation.
You will advise the Program Executive Offices (PEOs) on readiness and modernization issues in the Fleet.
