In addition to the education requirement, you must have one year (52 weeks) of GAO experience equivalent to the next lower band level (PE-IIB, PA-II, PT-III, or MS-I) in a position that demonstrates experience leading or overseeing the full range of support services on lifecycle cost estimating, earned value management, and other engineering best practices; and ensuring products are sound, fact-based and consistent with professional standards. Your experience must also demonstrate substantive knowledge of GAO's programs and activities, its mission, policies, objectives, management principles and processes; and the ability to manage staff, and independently analyze and evaluate the effectiveness of technical services and staff resources. Qualifications must be met by 5/18/2025 (effective date of promotions).
At the Band III the incumbent will serve as an Assistant Director, providing leadership and consultative services on the production of technology assessments, performance audits, and technology related components of the most complex mission team engagements. Duties of Band III staff involve, but are not limited to, the following: Leads the conduct of lifecycle cost estimating, earned value management (EVM), and related engineering analyses of large systems and acquisitions in the federal government, including but not limited to major weapons systems, IT modernization, aircraft, and satellite systems. Performs assessments of a program's cost estimate, EVM, and engineering data to determine to what extent each is meeting best practices called for in GAO's Cost Estimating, Schedule and/or Technology Readiness Assessment Guides, among others. Prepares written assessments of cost, EVM, and related engineering analyses that contain sufficient support and rationale for conclusions. Works with experts outside GAO to determine best practices for cost, EVM, and engineering practices as necessary. Provides related oral presentations to both internal GAO customers and external customers such as Congressional staff. Reviews products for adequate coverage and supportable conclusions regarding sound cost estimating, earned value management, and related engineering practices. Serve as an expert providing advice, guidance and support to engagement teams across GAO on all advanced technical analyses in related areas. Identifies key deficiencies in cost issues and analyzes and interprets earned value management data including evaluation of formats I through V. Advises teams on best technical approaches to achieve quality results. Provides training to staff as required on cost estimation, earned value management analysis, and related engineering analyses. Serves as a Designated Performance Manager (DPM) responsible for supervising, evaluating and documenting work performance of assigned staff. Identifies training and developmental needs and makes provisions for training as required by performance expectations. Coaches staff in skills development, oversees individual development activities, and provides opportunities to develop increased capabilities through a variety of projects and assignments. Hears and resolves employee complaints, recommends disciplinary measures such as warnings and reprimands, and recommends other action in more serious cases. Refers unresolved grievances or more serious complaints to higher-level management. As required, may be assigned off line duties such as Professional Development Program (PDP) Advisor, staffing manager, recruiter, and others. Performs other duties as assigned.
