In addition to the education requirement, you must have one year (52 weeks) of GAO experience equivalent to the next lower band level (PE-IIB, PA-II, PT-III, or MS-I) overseeing or leading the production of technology assessments, technical performance audits, and technology, engineering, biological science, and/or physical science-related components of complex engagements in accordance with GAO quality assurance standards and professional standards. Your experience must also demonstrate substantive knowledge of GAO's programs and activities, its mission, policies, objectives, management principles and processes; and the ability to manage staff, and independently analyze and evaluate the effectiveness of technical services and staff resources. Qualifications must be met by 5/18/2025 (effective date of promotions).
At the Band III the incumbent will serve as an Assistant Director, providing leadership and consultative services on the production of technology assessments, technical performance audits, and technology related components of the most complex mission team engagements. Duties of Band III staff involve, but are not limited to, the following: Supports STAA's Directors for Technology Assessment in developing, defining, and driving GAO's strategy with regard to technology assessments and/or technical performance audits. Manages and provides leadership for the execution of the most complex engagements that are particularly technical in their issues and/or content, including technology assessments, technical performance audits or audits with engineering, biological science, and/or physical science related components, and Comptroller General Forums and Roundtables. Reviews products for adequate coverage and supportable conclusions, findings, recommendations, policy implications and/or policy options regarding sound engineering, biological science and/or physical scientific soundness and in accordance with appropriate criteria. Provides technical support/advice to the Congress and/or agencies in accordance with congressional direction or request. Provides leadership and management for the planning and design of the engagement. Enables AIC and team members to clarify objectives and develop design matrixes and project plans to meet the needs of requestors in a timely and relevant manner.' Ensures that products meet all GAO standards for quality and are in conformance with all agency policies and requirements. Provides expert level advice and support to engagement teams across GAO on all technical biological science, physical science, or engineering aspects of highly complex engagements in accordance with GAO standards. Advises teams on best technical approaches to achieve quality results. Provides training to staff as required on biological science, physical science, or engineering analyses. Serves as a Designated Performance Manager (DPM) responsible for supervising, evaluating and documenting work performance of assigned staff. Identifies training and developmental needs and makes provisions for training as required by performance expectations. Coaches staff in skills development, oversees individual development activities, and provides opportunities to develop increased capabilities through a variety of projects and assignments. Hears and resolves employee complaints, recommends disciplinary measures such as warnings and reprimands, and recommends other action in more serious cases. Refers unresolved grievances or more serious complaints to higher-level management. As required, may be assigned off line duties such as Professional Development Program (PDP) Advisor, staffing manager, recruiter, and others. Performs other duties as assigned.
