The USPS OIG is seeking a highly qualified applicant to fill our Assistant Special Agent in Charge (ASAC), Manager Band, Supervisory Criminal Investigator position within the Office of Investigations, for the Western Area Field Office (WPAFO), located in City of Industry, or Long Beach, or Los Angeles, or Oakland (CC or PDC), or Santa Clarita, or West Sacramento and/or Riverside, CA.
You must currently be an 1811 criminal investigator or military equivalent and have at least 6 or more years of experience as a criminal investigator (law enforcement officer) in the 1811 occupation series. NON-QUALIFYING experience includes: security details, intelligence analysis, corrections or guard duty, physical security, and military/security police officer. YOU WILL BE PROVIDED WITH A NARRATIVE SECTION AFTER EACH EVALUATION FACTOR IN THE ASSESSMENT QUESTIONNAIRE IN WHICH YOU MUST FULLY EXPLAIN HOW, WHEN, AND WHERE YOU GAINED THE KNOWLEDGE, SKILLS AND ABILITIES AS LISTED IN EACH OF THE EVALUATION FACTORS. You will not be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; fail to address a factor in the narrative section (no response or "See resume" or similar language will be scored a zero (0)); or receive a zero (0) rating on any evaluation factor. MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor's degree from an accredited college or university Completed Basic Criminal Investigative Training Program at the Federal Law Enforcement Training Center (FLETC) or its equivalent (You must submit a copy of the certification) Currently serve as a federal law enforcement officer classified as an 1811 series Criminal Investigator or Military equivalent ((You must submit a copy of your SF-50 to verify 1811 series and grade level At least 6 years of professional federal law enforcement experience Experience directly supervising, managing or mentoring criminal investigators with a emphasis on establishing investigative plans, promoting maximum staff utilization and development. Must have received a satisfactory performance rating on your two most recent performance appraisals (Fiscal Years 2023 and 2024). If a performance appraisal is not available, you must submit a written statement stating the reason (You must submit a copy of your latest two performance appraisal) In accordance with applicable laws, the applicant selected for this position must: Maintain eligibility to operate motor vehicles Must be at least 21 years of age and not have reached 37th birthday at the time of initial appointment to law enforcement position Qualify and maintain authorization to carry firearms, including no current or previous domestic violence convictions Maintain physical, mental and emotional standards and requirements necessary to perform law enforcement assignments Work unscheduled irregular hours with the possibility of personal risk Must be willing to relocate at the direction of management Applicants that do not meet the minimum qualification requirements will not be considered. EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Demonstrated experience in supervising/managing or mentoring employees with an emphasis on establishing investigative plans, promoting maximum staff utilization, development, and handling performance (including outstanding and disciplinary) issues. Demonstrated ability to define problems, analyze alternatives, and recommend solutions to difficult criminal investigative problems or issues. Demonstrated ability to oversee and participate in the development of criminal investigative policy guidance including directives and memoranda. Ability to effectively communicate, both orally and in writing, facts and circumstances of investigations which are understandable to management officials. The successful candidate must exhibit a high degree of leadership, and demonstrate experience planning and conducting complex federal criminal, civil and administrative investigations. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Manager Band level, equivalent to a GS-14 grade level. The base salary range for this position is $111,382 - $143,296. Locality pay and Law Enforcement Availability Pay (LEAP) is authorized. Compensation includes 1811 LEAP coverage in a secondary position under law enforcement retirement. Relocation expenses may be paid. Must be able to obtain and maintain a government-issued credit card and Top Secret security clearance. This is a secondary criminal investigator position. Responsibilities include the day-to-day management of a criminal investigative team's operation and work; collaborating with peers and subordinates in furtherance of field office and agency objectives; and otherwise ensuring successful and lawful executions of the team's mission. Provides authoritative consultations and advisory service and/or interpretates policy related to criminal investigations Implements established goals and objectives; assesses measures that evaluate performance; and makes recommendations for team and program improvement Travel Required 50% or less You may be expected to travel for this position.
