About the Position: Serves as an analyst working for the South Pacific Division to develop and implement new initiatives aimed at streamlining/improving mission effectiveness within the regional financial and operational areas. Performs a variety of management analysis, customer service representative functions, and other customer service work concerned with executing and implementing new policies/methods and business practices as well as maintaining a wide variety of on-going projects.

You will be evaluated on the basis of your level of competency in the following areas: Organizational Performance Analysis Performance Measurement Reading Comprehension Specialized Experience: One year of specialized experience which includes conducting analytical and technical reviews of program functions, work processes, manpower resources and budgets; and/or administering an agency's Internal Control Program to ensure safeguarding from waste, loss, unauthorized use, or misappropriation of funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Management, Financial Management, or closely related subject. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Conduct studies such as organizational analysis, methods and procedures analysis, management research studies, and evaluation of fiscal and budgetary impacts on the division/district.
Examines and verifies many pay authorization documents for accuracy, authority, completeness, and conformity to regulatory and statutory requirements.
Ensures all payroll corrections are processed timely and accurately, loads data input by timekeepers, and transmits to DFAS.
Answers employee questions regarding payroll adjustments, researches historical records to detect sources of errors, and corrects the mistakes.
Assist in developing budgets, obtaining funding, and managing support agreements with supported districts/divisions for management.
Conduct a monthly audit on Government Travel Card on aging, analysis, misuse, and abuse report. Maintain the current GTC training certificate and Statement of Understanding on file.
Assist in guiding staff managers and assistants in completing internal control reviews and CFO payroll test plans.
