This position is located in the Financial Systems Division, Financial Services Directorate, Chief Operating Officer. The position description number for this position is 361205. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to apply computer programming and use development tools for financial data processing.** Knowledge of financial systems support, policies, procedures and operations.** Ability to conduct financial data analysis activities.** Knowledge of the Federal budget process and financial management practices and procedures. Ability to communicate in writing. Ability to interact collaboratively with others and provide consultation on financial matters, reports, and data. Ability to communicate effectively other than in writing.
Serves as a Senior Financial Systems Analyst performing professional analyst work relating to the financial activities of the Financial Systems Office within the Office of the Chief Financial Officer (OCFO). The work requires the design and adaptation of automated financial management systems and/or financial reporting systems. In addition, the incumbent renders financial advice and assistance to management. Provides business process and financial systems advice and expertise to the chief of the Financial Systems Office, all organizational elements of OCFO, and all Library application users regarding the development of financial systems policies, systems and operating procedures. Supports the planning, execution, installation, and training of all new and/or improved financial management processes and systems within OCFO, the Library, and the Legislative Branch Financial Management System (LBFMS). Supports other legislative branch agencies using the system. Applies knowledge of audit, financial management, segregation of duties, internal controls, and financial management principles into system business processes, operations and maintenance. Applies project management principles while working on assigned projects and tasks. The work involves support for the design, development, enhancement, revision, evaluation and implementation of such processes and systems. Studies the accounts, reports or procedural instructions within the broad area of assignment and, as necessary, any legislative and program background pertaining thereto; holds discussions with program officials, employees, supervisors etc., to learn the details of work processes and procedures; drafts instructions, procedures, manuals etc., to implement the proposed system or to correct deficiencies in the financial management system uncovered during the study. Provides both professional assistance--expertise and systems support in the development/ configuration and operation of automated financial management and/or reporting applications. Provides all OCFO, Library, and legislative branch partner agency functional areas with application assistance during all phases of the development, establishment and maintenance of integrated financial systems. Serves as a recognized technical authority for new and advanced financial systems software. Exercises considerable judgment and ingenuity in advocating the benefits of implementing business-driven quality and process improvement approaches. Participates in the development of operation plans. Assists in the planning, directing and coordination of the implementation and execution of approved policies, programs and services related to financial IT systems. Reviews and evaluates operations to appraise effectiveness of policies and programs. Determines deficiencies and takes or recommends appropriate action. Oversees the migration of financial systems to production environment and monitors for stability, accuracy, and performance. Meets with programmers and functional area specialists to coordinate work and resolve problems. Meets with vendor technical representatives to resolve technical issues, and to implement and coordinate new releases. Evaluates test results, and initiates corrective actions. Develops and executes procedures to periodically monitor the logical and/or physical integrity of data for financial system operations as a Legislative Branch shared system. Reviews proposed policy, regulations, and procedural changes to determine impact on area of responsibility. Participates in the development of operation plans. Assists in the planning, directing and coordination of the implementation and execution of approved policies, programs and services related to core financial IT systems. Reviews and evaluates operations to appraise effectiveness of policies and programs. Determines deficiencies and takes or recommends appropriate action. Provides expert guidance to the design, documentation, development, modification, testing, installation, implementation, and support of new or existing financial system interfaces and extensions. Evaluates new applications software technology. Ensures the rigorous application of Information security/information assurance policies, principles, and practices to the delivery of application software services. Ensures that applications are optimized for state-of-the-art technology and functionality. Manages the technical direction of short-and long-range systems. Supports systems operations and maintenance. Validates interfaces daily.
