This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Combinations of education and experience may also be sufficient. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-14 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Managing and evaluating aspects of a financial management program; monitoring and analyzing budgets; identifying and evaluating the various costs, to ensure efficient resource allocation and financial control; advising sites on the economies of their plans and operations and on customer billing issues and recommended solutions. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Serves as the Director, Financial Management reporting directly to the Chief Financial Officer as a principal resource management advisor on matters pertaining to financial related matters.
Interprets, clarifies, and implements DoD and DFAS resource management guidance for the senior executives.
Supervises subordinate organizations overseeing execution of financial program monitoring operations through performance indicators and other metrics while developing strategies to improve business processes for the enterprise.
Contributes to overall leadership and organizational design of the Resource Management Organization.
