This position is located in the Accounting Operations Division. Financial Services Directorate, Chief Operating Officer. Only Current and Former Federal Employees are eligible.

This position is located in the Financial Services Directorate (FSD). The incumbent is responsible for the maintenance, operation, and interpretation of large volumes of financial data required by complex operations, thereby permitting better internal control, and interrelating efforts and products with other administrative processes such as budget formulation, systems analysis, and overall financial management. Plans and conducts studies in conjunction with other personnel. Performs prescribed audit functions, which are based on precedents, and uses standard evaluation techniques. Conducts audits of documents or internal operating financial systems. Adapts methods and techniques to solve a variety of problems that occur. Evaluates financial systems, policies, procedures, functions, and transactions to ascertain the integrity, effectiveness and productivity of the assigned operation and systems. Reviews specific financial operations, documents, and activities to determine fiscal compliance with governing regulations, operating procedures, and controls. Gathers and evaluates internal operating program data to determine whether an entity acquires, protects, and uses its resources economically and efficiently; the extent the program has achieved the desired results or benefits; the effectiveness of the organizations, programs, and activities; and whether an entity is complying with law and regulations applicable to the program. Performs a variety of analytical duties related to the day-to-day operation of the financial program. Prepares portions of financial and operational reports that are factual in nature based on an objective and systematic examination of the performance of an organization, program, activity, or function. Cites applicable regulations, identifies source of situations, and recommends straightforward corrective actions as needed. Provides routine advice and assistance on well-precedent financial matters, issues, or data pertaining to a financial program. Identifies inconsistencies in processing, problems needing resolution, customer needs and recommend corrective actions. Works with other staff members and service units on development, training, and implementation of financial management methods and/or accounting systems for maintaining control of Federal funds under various programs. Provides technical advice and interpretation to automated systems users on accounting posting and reporting requirements, on receipt or disbursement posting and reporting requirements, or on payment voucher posting reporting requirements or on travel document posting and reporting requirements. Participates in the implementation, testing, and training in new system applications within FSD. Computes and prepares financial documents. Assists in training lower-graded employees on new systems enhancements. Reviews, coordinates, and prepares routine accounting documents such as obligations, payments, corrections, adjustments, and receivables. Receives and responds to queries from administrative officers, travelers, and vendors regarding problems with billings, payments, travel documents and other accounting related transactions, or payments receipts and other disbursing related functions, travel functions or accounts payable function. Reconciles day-to-day accounts, making adjustments using well-established accounting practices. Participates in various reconciliation activities to ensure that transactions are posted correctly and out of balance conditions are resolved. Monitors, tracks, and reports on program obligations. Assures that program funding data is entered into the agency's financial management system correctly. Recommends adjustments to accommodate future needs. Conducts annual year-end-closing activities and reconciliations. Recommends revisions affecting local portions of an internal operating accounting system based on specific objectives and approaches. Performs quality assurance reviews to provide assurances as to the financial integrity of the Library of Congress and FSD processes and practices. Performs other duties as assigned. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, bargaining unit position.
