About the Position: This position is located within the US Army Corps of Engineers, Great Lakes and Ohio River Division, Regional Business Oversight Branch (RBOB), where you will function as Chief consulting on District and Division-wide program objectives and procurement policy interpretations and planning and carrying out the procurement and contractual activities, clauses, terms, and conditions per regulation, Senior Contracting Official and Chiefs of the Contracting Offices guidance.

Basic Requirement for Supervisory Procurement Analyst: A Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes performing as a technical subject matter expert ensuring Federal contracting regulations and strategies are adhered to and implemented within an acquisition/procurement program for an organization; Managing major contractual actions for multiple programs utilizing a wide variety of procurement methods and types; Formulating comprehensive acquisition policies and plans to effectively utilize contractual/acquisition resources and accomplish an organization's goals; Developing systems to evaluate and monitor contractual performance; Supervising or leading a team setting and evaluating performance; and Planning and negotiating for necessary resources to support a Contracting and Procurement function. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Leadership Procurement Analysis Strategic Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Ensure procurement rules, regulations and guidance documents are prepared, maintained, interpreted, and contracting clauses, policy alerts, and local operating procedures are promptly disseminated to acquisition personnel and other stakeholders.
Advise management, contract specialists, contracting officers, and technical team members on matters pertaining to contracting policies and procedures.
Function as procurement technical expert for initiatives such as designing and implementing a quality assurance process for reviewing pre/post contracting actions and monitoring procurement systems content for accuracy.
Function as a catalyst for procurement business process improvement and efficiency.
Plan, develop, and establish strategies for the overall Division acquisition program in support of the USACE, LRD, and District's Missions.
Provide insight and assistance to the subordinate supervisors regarding enhanced staffing measures, long range objective targets, and Division-wide training needs.
Assigns work to subordinates through the use of team leads based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Develop and implement ways to improve production or increase the quality of the work directed.
